CLASS CONCEPT/FUNCTION

This is the first class in the State Telecommunications Engineer series. Positions in this class consult with all state agencies on statewide voice, data and video communications needs; develop appropriate engineering plans and configuration documentation for installation and modification of networks to meet agency needs for expansion; and monitor vendor performance and/or research effectiveness to improve telecommunications services. This class is distinguished from the State Telecommunications Engineer Supervisor by the latter's supervisory responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of moderate difficulty to apply telecommunications engineering technology in support of statewide voice, data and video telecommunications systems. Consults with state agencies concerning voice, data and video technical needs such as network connections, or acquiring or improving complex integrated networks and develops specifications and reports to document results of consultation. Develops engineering plans and configuration documentation for the implementation and installation of telecommunications systems, facilities and services for state agencies. Determines future needs for services. Researches telecommunications data and evaluates network capacity and performance, or determines appropriateness and cost effectiveness of new products for utilization within state telecommunications systems. Researches and studies new technologies to remain current in the latest technological trends. May review requests from state agencies for new and upgraded circuits and ensure their appropriate design. May monitor vendor performance and serve as a member of an evaluation/selection committee for the procurement of data and video communications facilities and services. May research applicable telecommunications standards to ensure compliance in implementing statewide networks. Advises the Department of Information Technology (DIT) billing staff on current tariffs and rates that apply to DIT or common carrier networks.

Supervision Given: Supervision is typically not a factor.

Supervision Received: Direction is received from a State Telecommunications Engineer Supervisor.

Scope: Positions perform work that affects the technical quality of statewide voice, data and video telecommunications systems.

Impact of Actions: Effective job performance ensures efficient utilization of statewide voice, data and video telecommunication systems. Ineffective job performance may result in telecommunications systems failures in state agencies that could be costly in terms of financial loss, disruptions in services and loss of goodwill among clients and the general public.

Personal Contacts: Frequent internal contacts with state agencies to provide consulting services and to design effective and efficient telecommunications systems. Frequent external contacts with telecommunication services and equipment vendors to discuss technical specifications, costs and tariffs.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Working knowledge of the principles of engineering design, and the development and implementation of voice, data and video telecommunications networks.

Skills: None identified for this class.

Abilities: Demonstrated ability to understand and apply telecommunications technology; to develop programs using higher level languages; to understand telecommunications hardware operations; to understand and apply software applications; to understand network operations and exchanges and carrier services; to coordinate technical engineering projects with higher level management; and to communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in telecommunications, engineering, information systems or related fields.

Level and Type of Experience: Moderate experience in voice, data and video telecommunications network and systems design, development and implementation.

An equivalent combination of training and experience indicating possession of the preceding knowledges, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This new class was established as a result of the Classification Review/Specification Update Program and replaces some of the positions in the Communications Engineer, Computer Systems Senior Engineer and Communications Engineer Manager classes, effective July 1991.
