CLASS CONCEPT/FUNCTION

This is the second and supervisory class in the Telecommunications Engineering series. Positions in this class are found in agencies which operate and maintain telecommunications systems that supply agency-wide services for voice, data, video and satellite transmissions. Positions in this class supervise multiple telecommunications services sections involved with installation and maintenance, repair, quality control and design of voice, data and video telecommunication systems. This class is distinguished from the Telecommunications Engineer by its supervisory responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Positions in this class perform work of considerable difficulty in supervising the activities that support engineering, analysis, quality control and design for telecommunications systems, services and facilities. Supervises the installation and maintenance of switchrooms, exchanges, networks, interface and multiplexing equipment, port connections, transmission lines, control packets and other telecommunications equipment. Oversees the monitoring of telecommunications systems to ensure availability and acceptable service and to detect and correct problems. Participates in short and long range planning to ensure that systems capacity will satisfy needs. Supervises field operations to ensure that telecommunications engineering and technical work is performed in accordance with quality control standards, projected schedules and cost estimates; plans acquisition, installation and upgrades of telecommunications systems; and develops and maintains project budgets. Develops and recommends telecommunications projects to agency management. Researches and studies new technologies to remain current in the latest technological trends. May oversee telecommunications construction or renovation projects.

Supervision Given: Supervises Telecommunications Engineers and Network Analysts and/or Systems Planners and gives directions to Installation and Repair and other technical support positions.

Supervision Received: Receives general direction from a higher level administrator, Computer Systems Chief Engineer or data processing professional.

Scope: Positions supervise multiple telecommunications services sections which affect the operational effectiveness of voice, data and/or video telecommunications systems for the agency.

Impact of Actions: Effective job performance ensures operational effectiveness of telecommunications services and facilities to agency users. Ineffective job performance may result in long-term telecommunications systems failures that could be costly in terms of financial loss, disruptions in service, and loss of goodwill among clients and the general public.

Personal Contacts: Frequent internal contact with administrators and their staff to provide consultation on telecommunications systems requirements and problems. Frequent external contact with telecommunications systems vendors to evaluate and acquire equipment and systems software, and to keep abreast of current technological advances.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Considerable knowledge of theories and principles of telecommunications systems engineering and technology; telecommunications hardware operations, software applications; network operations, exchanges and carrier services. Working knowledge of employee relations practices and principles.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise the work of technical personnel and to have an understanding of rapidly changing telecommunications technology; to write technical reports; to communicate orally and in writing; and to analyze and resolve technical problems.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: May require Federal Communication Commission, or other industry certification.

Education or Training: Graduation from a college or university with major course work in telecommunications, engineering, information systems or related fields.

Level and Type of Experience: Considerable experience in telecommunications, engineering or information systems which involved voice, data or video telecommunications systems.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This new class was established as a result of the Classification Review/Specification Update Program and replaces some of the positions in the Computer Systems Engineer, Computer Center Lead Engineer and Computer Systems Chief Engineer Classes, effective July 1991.
