CLASS CONCEPT/FUNCTION

This is the first class in the Telecommunications Support Services series. Positions in this class are found in multiple campus universities which operate and maintain telecommunications systems that supply university-wide services for voice, data, video, satellite, facsimile, and microwave transmissions. Responsibilities include supervising multiple sections responsible for telecommunications support services. This class is distinguished from the State Telecommunications Support Services Manager by the latter's multi- agency scope.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which involves supervising telecommunications units that provide telecommunications support services for a multiple campus university. Oversees the development of policies and procedures for telecommunications support services and operations. Researches system changes to determine effects on customers and to ensure no disruption in service; analyzes university activities and operations and provides network recommendations to satisfy university business objectives and to support university growth. Acts as liaison between telecommunications services units and the university, vendors, and the Department of Information Technology; resolves problems and consults with users about possible changes in their telecommunications systems. Directs the preparation of statistical and financial reports regarding monies collected and expended, work in progress, orders completed, service reconciliations and telephone traffic. Forecasts expenses and recoveries for local and long distance budgets and monitors expenditures for section budget. Develops and coordinates user training for telecommunications systems. Other duties may include responsibility for the publication of university telephone directories.

Supervision Given: Supervises Business Managers, fiscal or other telecommunications support staff, wage employees and students; may supervise Telecommunications Systems Planners and/or Installation and Repair personnel.

Supervision Received: Receives general direction from a higher level university administrator or Telecommunications Systems Planner Senior.

Scope: Work affects the operational availability of telecommunications services and equipment to multiple campus users and the charges associated with the services.

Impact of Actions: Effective job performance ensures timely installations of telecommunications services and that proper billing and collections are provided to customers. Ineffective job performance can cause financial loss to the university, loss of goodwill among

customers and disruption of services.

Personal Contacts: Frequent internal contacts with the university community to provide or obtain information, answer billing and service order questions, and investigate unusual occurrences. Frequent external contact with vendors, local carriers, or other agencies to discuss product or service offerings and long distance operations.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of telecommunications networks, systems and services. Working knowledge of accounting procedures and principles: employee relations and management principles.

Skills: None identified for this class.

Abilities: Demonstrated ability to manage staff; to communicate both orally and in writing; to compile statistical data into reports; and to manage multiple projects.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in business administration or related fields.

Level and Type of Experience: Experience in the area of telecommunications services operations.

An equivalent combination of training and experience indicating possession of the preceding know ledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as a result of the Classification Review/Specification Update Program and replaces the University Communications Services Manager B class and some positions in the Communications Engineer class, effective July 1991.
