CLASS CONCEPT/FUNCTION

This is the second and highest level class in the Health Education Supervisory series. This single position class is responsible for directing statewide health education, training, and information services for the State Health Department. This class also directs related federal grant and preventive health programs. This class is distinguished from the Health Education Supervisor class by the latter's responsibility for planning, coordinating and supervising a health education program for a health region, facility or institution where the impact is less than statewide; or for supervising a segment of a statewide program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty which involves directing statewide health education, training and information services. The position supervises agency bureau directors, Health Educators, Health Educator Seniors, Health Education Coordinators, Health Education Supervisors, and information staff in the overall development, implementation and management of statewide service programs. Evaluates program effectiveness and services and implements necessary changes. Promotes effective utilization of programs throughout the state through public outreach, conference, workshop and contract activities. Provides policy and program leadership, including community involvement. Represents the agency head on committees and inter- and intra-agency activities. Serves as a member of the agency executive staff which identifies statewide issues that can be addressed through health education and training interventions. Prepares grant proposals and manages federal block grants.

Supervision Given: This class supervises agency bureau directors, Health Educators, Health Education Supervisors, Health Educator Seniors, Health Education Coordinators, Information Directors, Information Officers and program support personnel.

Supervision Received: This class receives general direction from a State Health Deputy Commissioner or other agency executive.

Scope: Work affects the success of the statewide preventive and health education programs which are essential to the overall mission of the agency and affect a large number of citizens in the Commonwealth.

Impact of Actions: Effective planning, directing, and implementation ensures the successful operation of the agency's health education services and its delivery to the public. Effective communication of programs affects the health and well-being of citizens.

Personal Contacts: Frequent internal and external contacts with diverse state, local and national health organizations; the U.S. Centers for Disease Control; other state agencies; federal agencies; and colleges and universities to promote program activities and to ensure that the program is current.

 

 

 

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Comprehensive knowledge of the public health system; health education theories, practices and principles and their application to current issues; budget and personnel management; and of program evaluation and research methodologies.

Abilities: Demonstrated ability to supervise others; to develop policy; to solve complex problems having statewide impact; to establish effective working relationships with diverse individuals; to develop program plans and grant proposals; and to communicate effectively, orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in public health education or a related field.

Level and Type of Experience: Extensive supervisory experience in public health education programs which included broad administrative responsibilities.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.
