CLASS CONCEPT/FUNCTION

This is the third level class in the Health Education series. Positions in this class are responsible for planning, overseeing and evaluating all general health education and related service programs in a health region, institution, agency where the impact of services is less than statewide, or overseeing a statewide specialty health education program. This class is distinguished from the Health Educator Senior class which plans, supervises and implements district-wide programs or segments of a highly specialized statewide program. It is distinguished from the Health Education Supervisor by the latter's responsibility for providing direct supervision to Health Educators, Health Educator Seniors, and office services staff.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable complexity involving the planning of regional, institutional, or statewide health education programs. Positions identify and assess program/service needs; consult with health professionals to formulate program policy and plans; prepare grant proposals to fund programs and manage grant monies; and provide consultation and ongoing training to program staff. Positions coordinate demonstration projects to increase public/student awareness of health issues and provide guidance to industry and diverse organizations interested in health awareness and disease detection. Designs or identifies and recommends health education programs for targeted areas. Establishes regional or in-house health education committees for the purpose of program enhancement and public awareness. Assists in the development of audio-visual and other teaching aids.

Supervision Given: Positions typically do not exercise formal line supervisory authority but may have input into the performance of staff in regard to their proficiency and compliance to health education policy, procedure or grants.

Supervision Received: Positions receive directions from a Medical Program Director, Health Education Director, or other higher level position.

Scope: Work affects the success of regional general health education programs or a specialized statewide public health education program essential to the overall mission of the agency.

Impact of Actions: Effective planning, implementation, and monitoring ensure the successful provision of health programs for the assigned portion of the agency and the delivery of quality services to citizens. Effective programs positively affect the health and well-being of citizens and result in increased goodwill toward the agency.

Personal Contacts: Frequent internal and external contacts with state and local health organizations, local industries, volunteer and special interest groups, students and other state agencies to acquire data, deliver services, provide technical assistance and provide educational information.

 

 

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Considerable knowledge of health education and behavioral theories; research methodologies, statistics and program evaluation; and of current health issues. Working knowledge of the principles of administration and grants management.

Abilities: Demonstrated ability to interpret data and develop programs for the purpose of educating others; to supervise the work of others; and to establish effective working relationships with diverse individuals.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in public health education, health science, or a related field.

Level and Type of Experience: Experience in health education that included program development and evaluation responsibilities.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.
