CLASS CONCEPT/FUNCTION

This is the second supervisory level in the Television/Video Production series for positions that develop, produce and direct television, film, video, and distant learning programming for an agency or educational institution. Positions in this class are responsible for supervising television and multimedia production operations and production personnel in the largest and most complex broadcast, video, film and multimedia facilities. Positions also plan and consult with production clients; administer the scheduling system to maximize use and efficiency of systems and personnel; oversee budgets of incoming projects; monitor cash flow; serve as executive producers on major projects to assure achievement of the highest quality professional standards and completion deadlines; and participate in system planning and development. Programs and projects may be created and produced for statewide, national and international on-line and video distribution via live satellite broadcasts for contracted audiences, or interactive on-line, audio, and analog or digital video formats. Programs include informational, educational, and promotional themes using live satellite broadcasts for contracted audiences and interactive audio and analog or digital video. Productions require an extensive range of artistic and technical abilities. Positions in this class perform the full range of employee relations functions, including hiring, disciplining and estab-lishing performance standards. This class is distinguished from the Television/ Video Producer/Director Senior class by the full range of management and administrative responsibilities in support of the most complex activities and supervision of staff to include Television/Video Producer/Director Senior(s) and Television/Video Producer/ Director(s) rather than supervision of a medium sized unit and actual production/ direction of many projects.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty involving the supervision of staff in conception, design, planning, budgeting, production, activities, and evaluation of a wide range of television, film, video, and multimedia programs including design or distance education telecourses in a broadcast-oriented extensive production or post-production facility. Work involves instructional design; analyz-ing and coordinating all production operations and activities by providing liaison with internal and external contract clients; determining production needs and coordi-nating with unit operations; assessing production work-load to administer the scheduling system; assigning staff to produce television programs; advising on programs, concepts and formats both for location and studio shooting and in editing to facilitate efficient program decisions; reviewing scripts and viewing master tapes, conceiving and recommending innovative visual styles, program formats and presenting modes in the conceptualization, design, and implementation and discussing alternative treatments for content to meet planned program goals and deadlines; and preparing cost estimates for proposed conference, distant learning, electronic classroom, and promotional productions and grant projects. Positions conduct regular meetings with production and technical staffs outlining project needs, schedules, planned goals, and internal operations; review and evaluate production efforts; and follow up with client contacts and production personnel to review, analyze, and solve problems encountered in the production process. Positions also design specific film and video productions and engage in their producing, directing and editing activi-ties; supervise and evaluate performance of staff assigned to the largest production units; and perform the full range of employee relations functions including hiring, disciplining, and establishing performance standards. May market or coordinate marketing of live broadcasts, video, or film for distant learning, conferences, and promotional products.

Supervision Given: Positions supervise Television/Video Producer/Director Senior, Producer/Director(s), Production Specialist(s) and other production staff. May also supervise lower engineering staff.

Supervision Received: Receives administrative direction from a faculty member or other agency administrator in relation to long range goals, objectives and new technologies.

Scope: Positions in this class affect the provision of television, film, and video services used throughout the agency or other agencies for promotional, educational and informational purposes. Positions may also affect the success of the state distant learning programs.

Impact of Actions: Effective job performance ensures the production of quality television, video and film products which positively impact the public relations and distant and local educational aspects of an agency's mission and the unit's image, audience satisfaction, meeting deadlines, client relations, return business, and client satisfaction. Supervisory decisions affect the performance of subordinate staff. Errors could result in the inefficient use of resources and result in inappropriate use of technology, loss of revenue and time, broken equipment, and a detrimental effect on the final product and image of the agency or institution.

Personal Contacts: Positions in this class have frequent internal contacts with agency administrators in the management of the unit, agency clients concerning projects and frequent external contacts with vendors providing various unit services, such as talent, audience research supplies and equipment.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the principles, theories and techniques of television, video, and/or film production, including script writing, directing, editing and cinematography; of instructional design theories and principles, using new technologies, and research findings such as interactive, analog or digital video and mixed media. Considerable knowledge of the principles of supervision project management, scheduling, production budgeting, marketing, client negotiation strate-gies, grant proposal and other fund raising.

Skills: Considerable skill in the use and operation of video, film and cameras, and broadcast-level studio, remote, and editing equipment.

Abilities: Demonstrated ability to plan multiple production activities and allocate human and equipment resources in the most cost-efficient manner; supervise creative and artistic production staff; analyze, critique, and oversee revisions of full-length videotape scripts; work with variety of faculty and outside agency clients to determine needs for programming; and manage the overall cash flow of the unit and a project's use of the production facility in accordance with the client's production budget and within specified time frames; develop and modify production and editing procedures to solve specific and unique problems; and to communicate effectively orally and in writing.

Demonstrated ability to apply instructional design principles to educational program-ming delivered via distance education technologies or other "live" broadcast tele-vision programs to ensure competent management and planning of each instructional component. Demonstrated ability to write proposals and reports which describe project goals, objectives, and budget analysis; plan and incorporate new technologies such as E-MAIL, INTERNET connections, multimedia, CBL, and distance education methods into broadcast programs. Demonstrated ability to allocate human and equipment resources in the most cost-effective manner, to supervise staff, to work with faculty and outside agency clients, to manage a budget, and market products and services.

 

QUALIFICATIONS GUIDE*

License or Certification: None

Education or Training: Graduation from an accredited college or university with major studies in broadcasting, theater, media, television, communications, photog-raphy, graphics arts, instructional design/technology, or a related field.

Level and Type of Experience: Extensive experience in producing and directing television, video and/or film productions or related work using state of the art technology; considerable experience reviewing and evaluating the work and supervising subordinates; considerable experience in the design of distant learning and educa-tional video programming.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
