CLASS CONCEPT/FUNCTION

This is a single class series for positions that analyze credentials of applicants for certification as teachers, administrators, division superintendents, and other school professionals in the primary/secondary education system to determine if credentials meet standards set by the state. These positions are responsible for issuing education certificates in an assigned geographic area of the state.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty in the analysis of credentials submitted by applicants for education certification. Positions in this class approve and issue certificates for applications that meet state standards; recommend appointment to the Eligible List of School Superintendents; develop plans of course work for applicants who need to complete additional study to meet certification standards; approve or reject course work for renewal of certification or additional endorsements; and manage certification records and related correspondence. Adjunct tasks include advising school divisions of prospective employees certification eligibility; conducting on-site review and evaluation of state-approved teacher preparation programs to determine compliance with state standards; collecting data and reporting on teacher certification issues; public speaking on certification regulations and application procedures; advising school division administrators of certification requirements for personnel teaching certain courses; and coordinating information with the interstate certification reciprocity system, the National Teacher Examination program and the Beginning Teacher Assistance program.

Supervision Given: Supervision is typically not a factor.

Supervision Received: General direction is received from a supervisor in the form of procedural guidelines and review and approval of unusual applications for certification.

Scope: Reviews credentials and issues certificates for teaching applicants in an assigned area of the state.

Impact of Actions: Accurate and timely analysis of applications has a moderate impact on the provision of qualified professionals for the statewide primary/secondary education system.

Personal Contacts: Frequent external contact with school administrators, students, applicants and colleges and universities to advise on eligibility for certification.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Working knowledge of typical components of graduate and undergraduate programs for training teachers, school administrators, and other school professionals, of the usual state-level endorsements required to teach courses in various subject areas to students of different ages and abilities and of computer principles and practices and word processing.

Skills: Working skill in keyboarding.

Abilities: Demonstrated ability to examine and evaluate varied data against established standards and accurately identify deficiencies; and to communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in education or a related field.

Level and Type of Experience: Some experience in the analysis of information to determine compliance with rules and regulations.

An equivalent combination of training and experience indicating possession of the preceding knowledges, skills and abilities may substitute for this education and experience.

This class replaces the Teacher Certification Specialist class as a result of the statewide Classification Review/Specification Update Program, effective February, 1990.
