CLASS CONCEPT/FUNCTION

This is a single class in the Training and Clinical Development series for positions that manage clinical and non-clinical preservice, inservice, staff development and training and related clinical development or research programs in mental health or mental retardation facilities or institutions operated by a complex agency. Positions in this class are responsible for the management of institution or facility-wide training and development programs emphasizing clinical service delivery. Positions manage all resources committed to the program and exercise wide latitude in determining the scope and content of the program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in planning and implementing a variety of clinical and non-clinical training programs for staff, students from affiliated educational institutions, external health care providers, and clients residing in the institution or facility. Positions may chair organized clinical research programs and assist clinicians in the design and implementation of individual projects. Positions coordinate training and development programs with managers based on needs assessments, accreditation, and state mandated training requirements. Designs, develops and procures programs to meet institution/facility goals. Develops the training and research budget and manages all resources committed to training and research. Reviews and approves in-house requests for educational aid. Oversees all contract trainers to ensure quality programs are presented. Provides supervision to training specialists who develop and deliver the majority of in-house programs. Performs the full range of supervisory duties.

Supervision Given: Provides supervision to Training and Development Coordinators, office services staff and guidance to contract trainers.

Supervision Received: Receives general direction from the director of the institution or facility, or other high level administrator. Broad program guidance is received from the central agency's Training and Development Manager or other administrator.

Scope: Work affects the success of institution or facility-wide preservice, inservice, clinical and general staff development and research programs.

Impact of Actions: Effective training and research programs ensure the institution/facility's compliance with agency and state regulations and the quality of work performed by staff. Ineffective contracting and general program decisions can result in considerable costs in time, money, and agency resources.

Personal Contacts: Frequent internal and external contacts with all levels of agency personnel; contract trainers; educational institutions; and other states, federal and local agencies to coordinate, procure and/or deliver training.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Considerable knowledge of the theoretical and practical administration of training programs; of research activities; of and the principles of research design and investigation. Working knowledge of agency budget and contract procedures, and supervisory principles.

Skills: None identified for this class.

Abilities: Demonstrated ability to teach and train others via presentation methods; to develop instructional plans; to manage and coordinate program administrative needs; and to supervise others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None

Education or Training: Graduate from an accredited college or university with course work in education, psychology or a related field.

Level and Type of Experience: Professional experience in training, teaching or counseling applicable to general instruction which included exposure to clinical research activities.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a new class resulting as part of of the Classification Review/Specification Update Program. This class replaces the Mental Hospital Training and Research Director class, effective April 1990.
