CLASS CONCEPT/FUNCTION

This advanced level class is responsible for planning, developing, implementing and coordinating statewide fire service training programs to include management, command, supervision, suppression, prevention, arson, and special subjects, or, ongoing special procedures or program development within the agency or the fire service community in accordance with the National Fire Protection Association and the Code of Virginia. This class is distinguished from the Fire Services Training Manager by the latter's managerial responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty, to include researching training material; developing training programs; and writing lesson plans in fire suppression, command management, supervision, arson, fire prevention, public education, and other special programs. Develops agency programs and procedures for day-to-day operation. Modifies and updates training programs, operating procedures, and programs to comply with national fire training standards and the Code of Virginia. Develops and supervises courses required for fire investigation certification. Evaluates training effectiveness on all training conducted and recommends changes for improvement. Oversees the use of agency training aids and audio-visual equipment. Works with adjunct instructors, fire service personnel, and other agencies in training program delivery. Assists the Executive Director and the Virginia Fire Services Board in the development of legislation on fire service training and long-range planning.

Supervision Given: May supervise hourly Fire Service adjunct instructors. Provides guidance to secretarial or program support positions in the development of procedures, programs, or lesson plans.

Supervision Received: Works under the general direction of the Fire Services Training Manager to coordinate activities within the agency, but the incumbent independently determines the method for producing desired results.

Scope: Work affects the quality and quantity of all fire service training presented to fire service and other agencies statewide, and the overall operation of the Department of Fire Programs.

Impact of Actions: Accuracy of information may significantly effect the agency's credibility or the agency's local firefighting organizations or fire service organizations activities, operationally or economically. Work product may also directly affect regulations, rules, policies or legislation.

Personal Contacts: Frequent internal contact with agency management while researching, analyzing, interpreting and/or presenting material. Occasional external contact with research resources to receive information or data in oral or written form and to make presentations as required.

 

 

 

 

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Considerable knowledge of fire service operations, management, and training techniques. Knowledge of government and fire service administration, and research methods.

Skills: Working skill in the operation of personal computers.

Abilities: Demonstrated ability to research and analyze information; to write technical and administrative training programs, policies, and procedures; to communicate and establish effective working relationships with fire service personnel at all levels; conduct training needs assessment; and to develop training programs for fire service personnel.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in fire science, fire or business administration, or a related curriculum.

Level and Type of Experience:

An equivalent combination of training and experience indicating possession of the preceding knowledges, skills, and abilities may substitute for this education and experience.
