CLASS CONCEPT/FUNCTION:

This class is one in a series of classes performing pilot duties for various state agencies. Positions in this class serve as pilots of single engine fixed arc/or rotor wing aircraft providing service to state officials and agency personnel for the purpose of law enforcement, research, transportation, surveillance or other state business. This class is distinguished from the Pilot Second In Command and Pilot Command classes by the responsibility for piloting single engine aircraft rather than multi-engine aircraft.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work Performs work of moderate difficulty necessary to ensure the safe operation of single engine land based and/or amphibious aircraft. Duties of this class include flying single engine aircraft for the purpose of enforcing laws, transporting state officials, an d/or providing aerial support for the purpose of aerial patrolling and inspection, aerial photography, research, surveillance, search and rescue missions, and/or emergency evacuations. Duties also include analyzing weather and aircraft conditions to determine if the flight can be executed; conducting flight planning; performing pre- and post- flight inspections; ensuring the performance of maintenance on aircraft and completion of maintenance and inspection logs by a certified mechanic; completing necessary agency and Federal Aviation Administration (FAA) reports such as records of aircraft assignments, flight records, and other applicable reports; ensuring that baggage and cargo are properly secured; and ensuring that flights are conducted in accordance with requirements of the FAA and applicable agency rules. When not engaged in flight related activities, the incumbent may perform technical and administrative duties related to the general activities of the agency or area of assignment.

Supervision Given: Supervision is typically not a factor.

Supervision Received: Receive general supervision from a higher level agency official regarding scheduling of flights. Positions in this class are expected to make independent decisions! regarding weather conditions, flight plans, and operation of aircraft.

Scope: Work affects specific agency projects and flights, and affects agency personnel in terms of physical safety during flight maneuvers. In situations involving law enforcement and/or responses to emergencies, work affects the general public.

Impact of Actions: Decisions regarding flights have serious impact of the well-being of passengers and on the success of flight missions but only moderate impact on the agency as a whole. Effective decision making ensures successful completion of flights, law enforcement missions and research data gathering. Ineffective decisions could result in serious physical harm to persons involved in flights, and failure to enforce the law.

Personal Contacts: Frequent internal and external contact with agency personnel, law enforcement agents, and FAA and government officials to discuss flight plans, weather conditions, law enforcement and aviation related issues. Occasional contact with the general public regarding law enforcement issues and emergency evacuations.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of FAA rules and regulations; of operation and general maintenance of aircraft; of weather conditions and their effect on the safety of flights; and of agency purposes and goals. Working knowledge of law enforcement practices and techniques where applicable.

Skills: Working skill in the operation of single engine aircraft. In law enforcement situations, working skill in the operation of applicable firearms.

Abilities: Demonstrated ability to analyze weather and aircraft conditions and to make decisions regarding flight; demonstrated ability to conduct safe and efficient flights; and to communicate effectively both orally and in writing.

 

QUALIFICATION GUIDE*

Licenses or Certification: FAA Commercial Pilot Certificate with single engine and instrument ratings for category and class of aircraft being flown; and second class FM Medical Certificate.

Education or training graduation from high school or equivalent. Aviation training

Experience: Experience flying: single engine aircraft.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.
