CLASS CONCEPT/FUNCTION

This class is one in a series of classes performing pilot duties for various state agencies. Positions in this class function as captains of multi-engine aircraft during flights provided to state officials and agency personnel for the purpose of transportation, surveillance, aerial photography, and/or research. Positions may also oversee/manage a program of the Department of Aviation. This class is distinguished from the Pilot Second in Command class by the responsibility for functioning as pilot in command for the majority of assigned flights and for maintaining final authority and accountability of flights when function as co-pilot.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which includes functioning as captain of multi-engine aircraft; analyzing weather and aircraft conditions to determine if flight service can be executed; determining routes and flight plans; performing pre- and post-flight aircraft inspections; ensuring the performance of routine maintenance of aircraft and the completion of maintenance and inspection logs by certified mechanics; completing necessary agency and Federal Aviation Administration (FAA) reports, records of flight assignments, and other applicable reports; ensuring that baggage and cargo are properly secured; and ensuring that missions are carried out according to agency and FAA rules and not When not engaged in flight related activities, incumbents may perform technical and administrative duties related to the general activities of the agency or area of assignment. These duties may include coordinating and managing a departmental program such as a flight instruction or safety program; publishing/distributing the Virginia Aeronautical Char+ and Airport directory; supporting programs for aviation organizations, coordinating registration and licensing of private use of permanent drop zones; or conducting aviation presentations to interested government officials or community organizations.

Supervision Given: Supervision is typica11y not a factor; however, positions may lead or direct positions functioning as second in command during activities related to flight assignments.

Supervision Received: receives directions from an Aviation Services Manager or higher level agency official.

Scope: Work affects specific agency projects or assignments which involve flight; and affects the physical well-being of passengers.

Impact of Actions: Decisions regarding flights have serious impact on the well being of passengers. Work has significant impact on the success of" research projects that require aerial support. Ineffective decisions can be costly in terms of time, money, resources, and passengers' well being.

Personal Contacts: Frequent internal contact with agency personnel; and external contact with FAA, weather bureau, and government officials for the purpose of obtaining and providing information pertaining to flight assignments and aviation services. Contacts also include the general public regarding matters of interest in aviation.

 

KNOW LEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of FAA rules and regulations; and of the operation and maintenance of multi-engine aircraft. Working knowledge of agency goals.

Skills: Considerable skill in the operation of multi-engine aircraft.

Abilities: Demonstrated ability to operate multi-engine aircraft; to analyze weather and aircraft conditions and determine if flight assignments can be executed; to conduct safe and efficient flights; and to communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: FAA Commercial Pilot Certificate with multi-engine and instrument ratings, second class FAA medical certificate.

Education or Training: Graduation from high school or equivalent; aviation training.

Level and type of Experience: Considerable experience flying multi-engine aircraft.

An equivalent combination of training and experience indicating possession of the preceding know ledges and abilities may substitute for this education and experience.
