CLASS CONCEPT/FUNCTION

This is the third and managerial class in the Training and Development series. Positions in this class manage agency wide employee training and development and related programs of great diversity. Emphasis of responsibilities is on the management of the total agency training and development program and includes supervision of a training and development staff. Positions in this class manage all resources committed to training and development and have wide latitude for independent decisions concerning the content and scope of the program. The class is used in agencies having large scale training and development programs requiring the development of many general and technical courses tailored for presentation to a variety of audiences. This class is distinguished from the Training and Development Coordinator Senior class by the latter's responsibility to plan, coordinate and supervise limited training services, or a segment of an overall program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs managerial work of unusual difficulty which involves developing contracting plans, programs, instructional methodology and procedures for a variety of training programs including technical training. Coordinates training and development programs with key managers based on needs assessments, state and federal regulations, and available resources. Designs and develops comprehensive training and development programs to meet agency goals. Develops annual and biennial budgets. Approves all educational aid requests, educational leaves, travel required for training and equipment purchases. Determines the need for consultants; and negotiates, receives bids, and makes selections. Organizes and leads development committees and task forces in the examination of training resources and requirements. Develops agreements with agency managers as needed to form a cadre of technical trainers. Publishes schedules and catalogues and approves use of training facilities. Serves as the primary contact with state development authorities and may serve on state advisory committees. Oversees training presentations to ensure instructors, facilities, materials, audiovisual aids, and course content are effective. Evaluates, corrects, modifies, and improves training and development programs as needed. Other duties include the coordinating and scheduling all training presentations and assessing the results through follow-up evaluations; and managing related programs such as organizational development.

Supervision Given: Supervises Training and Development Coordinators, Training and Development Coordinator Seniors, and other professional or office services personnel. Provides guidance to contractual and in-house training personnel.

 

Supervision Received: Positions receive general direction from an agency manager who approves major training and development plans and programs that involve significant financial requirements.

Scope: Positions in this class are responsible for agency-wide general, specialized, and technical training and development programs affecting all employees and involving significant financial commitments.

Impact of Actions: Training and development programs assure employee proficiency, agency compliance with state regulations, and consistent understanding by employees of policies and procedures. Programs can also contribute to employee morale and retention. Considerable expenditures can result from contracting decisions and other training costs.

Personal Contacts: Frequent internal and external contacts with all levels of agency management and employees; subject matter experts; contracted personnel; other state, federal and local agencies; and education institutions to coordinate training programs.

 

KNOWLEDGES, SKILLS, AND ABILITIES

Knowledges: Comprehensive knowledge of training and development program management, adult training methodology, curriculum development, needs assessment and evaluation methodology. Working knowledge of agency budget and accounting procedures related to contractual agreements; and of personnel management practices.

Skills: None identified for this class.

Abilities: Demonstrated ability to teach; to train others in presentation methods; to analyze and interpret policies and procedures; to communicate with and counsel individuals effectively both orally and in writing; to supervise others; to develop instructional plans and supporting methods and materials; to prepare instructional and training aids; and to manage and coordinate comprehensive training program administrative details.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None

Education or Training: Graduation from an accredited college or university with course work in education or a related field.

Level and Type of Experience: Public or private teaching or counseling experience applicable to general instruction or specific experience in a functional area applicable to agency training. Experience in training program design, development, and management.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

 

 

CLASS HISTORY

This is a new class developed as part of the Classification Review/Specification Update Program. It replaces the Personnel Development Manager class, effective April 1990.
