CLASS CONCEPT/FUNCTION

This is the second class in the Training and Development series. Positions in this class are responsible for managing and delivering all training services within a major geographic district of a large agency; for serving as the single position directly accountable for training in an institution operated by an agency; or for managing a major, specialized component of an agency's training program. This class is distinguished from the Training Coordinator which functions as a staff trainer. It is distinguished from the Training and Development Manager class which is responsible for managing the total training program for an agency.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring the management and coordination of training services. The work involves developing training plans, programs, instructional methodology and procedures; contracting with consultants for training; and administering training programs. Responsibilities include meeting with key managers to develop and review training programs; organizing and leading development committees and task forces; administering tuition reimbursement programs; and developing the formal training plan for an agency or facility. The work also involves analyzing and assessing training needs by interviewing supervisors; leading training programs and training staff in the development of presentation skills; selecting, overseeing, and evaluating contract and part-time instructors; evaluating the effectiveness of training through the use of participant evaluations and supervisor interviews;and developing training records systems to record employee participation. Positions develop programs by evaluating vendor and comparable agency training programs, and conducting research to assess requirements for specialty and technical training. Positions review or develop lesson plans and course outlines; select training aids; choose instructional methods; prepare and present classroom instruction, and schedule dates and locations for classes. Other duties include coordinating and scheduling all training presentations and assessing the results through follow-up evaluations. Positions may be required to administer a training and education budget, develop contractual agreements, and authorize vendor payments based on meeting contractual agreements. Publicizes training programs; counsels employees on the availability of training opportunities; and reviews requests for tuition or training expense reimbursement.

Supervision Given: Positions may supervise a Training and Development Coordinator, technical training positions, or other professional or office services personnel. Provides guidance to contract and in-house personnel.

Supervision Received: Positions receive directions from a Training and Development Manager, Human Resource Manager, Training and Clinical Development Manager, or a senior level agency manager who approves long-range training and development plans and major programs

Scope: Work affects the success of training programs which may be agency-wide or specialized and technically designed for specific needs of organizational units of the agency. Programs affect the employees receiving training and the agency's budget considerations.

Impact of Actions: Effective training and development programs help to assure employee proficiency, agency compliance with state regulations, and consistent understanding by employees of policies and procedures. Successful programs can also contribute to employee morale and retention. The use of time, money, and other resources for contracted training programs can either positively or negatively affect agency fiscal and management decisions.

Personal Contacts: Frequent internal and external contacts with all levels of agency management and employees; subject matter experts; contracted personnel; other state, federal and local agencies; and educational institutions for the purpose of developing and presenting training programs.

 

KNOWLEDGES, SKILLS, AND ABILITIES

Knowledges: Considerable knowledge of adult training methods, curriculum design, needs assessment, and evaluation methodology. Some knowledge of agency budget and accounting procedures related to contractual agreements.

Skills: None identified for this class.

Abilities: Demonstrated ability to teach; to train others in presentation methods; to analyze and interpret policies and procedures; to communicate with and counsel individuals both orally an in writing; to develop instructional plans and supporting methods and materials; to prepare instructional and training aids; and to manage and coordinate comprehensive training program administrative details.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in education or a related field.

Level and Type Experience: Public or private teaching or counseling experience applicable to general instruction or specific experience in a functional area applicable to agency training. Experience in training program design, development, and management.

An equivalent combination of training and experience indicating possession of preceding knowledges, and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a new class developed as part of the Classification Review/Specification Update Program. It replaces the Personnel Development Specialist Senior and the Rehabilitation Training Services Coordinator classes, effective April 1, 1990.
