CLASS CONCEPT/FUNCTION

This is the first class in the Training and Development series. Positions in this class function as staff trainers. Duties include developing and delivering a variety of staff development, clinical and non-clinical training programs, coordinating programs delivered by contractual trainers, and assessing training needs through staff surveys. Training is delivered to employees, supervisors and managers for the purpose of pre-service, in-service and general staff development. This class is distinguished from the higher level Training and Development Coordinator Senior by the latter's responsibility to manage a major component of an agency's program on an agency-wide, district-wide or institution-wide basis which includes the delivery of training programs.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty which involves assessing training and development needs by conducting employee surveys and interviewing supervisors; developing and presenting training programs or training videos; coordinating the efforts of contract and part-time staff; evaluating the effectiveness of training through the use of participant evaluations and supervisor interviews; and maintaining records and other documentation. Positions may conduct interviews, evaluate comparable agency training programs, conduct task analyses, and conduct research to identify and assess training needs, and to develop or improve training materials. Positions develop lesson plans and course outlines; select training aids; choose instructional methods; prepare and present classroom instruction; and schedule dates and locations for classes. Other duties may include participating in the selection of contractual and in-house trainers, coordinating their presentations, and monitoring their performance. Positions also maintain records, reference materials, training aids and course materials. Publicizes training programs; counsels employees on the availability of training opportunities; and reviews requests for tuition or training expense reimbursement. Positions may develop a piece of the training budget related to a specific assignment.

Supervision Given: Some positions in this class may supervise office service personnel and provide guidance to contract staff.

Supervision Received: Receives general supervision from a higher level training professional, or administrator. Positions exercise considerable independence regarding training program design and development; and receive close supervision and final approval from supervisor regarding budgeting, planning, and administering training programs.

Scope: Work affects the success of training programs which may have agency wide application or may be more specialized or technically designed for the specific needs of smaller organizational units.

Impact of Actions: Effective training and development programs help to assure employee proficiency and consistent understanding of policies and procedures. Successful programs can also contribute to employee morale and retention.

Personal Contacts: Frequent internal and external contact with agency managers and employees; subject matter experts; contracted personnel; other state, federal and local agencies; and educational institutions for the purpose of developing and presenting training programs.

 

KNOWLEDGES, SKILLS, AND ABILITIES

Knowledges: Working knowledge of adult training methods, curriculum design, needs assessment techniques and evaluation methodology.

Skills: None identified for this class.

Abilities: Demonstrated ability to effectively teach and counsel individuals; to communicate effectively both orally and in writing; to prepare instructional and training aids; and to manage program administrative details.

 

QUALIFICATIONS GUIDE*

Licenses of Certification: None.

Education or Training: Graduation from an accredited college or university with course work in education or a related field.

Level and Type of Experience: Public or private teaching or counseling experience applicable to general instruction, or specific experience in a functional area applicable to agency training.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a new class developed as part of the Classification Review/Specification Update Program. It replaces the Personnel Development Specialist, Mental Hospital Training Coordinator, and Corrections Assistant Training Manager classes, effective April 1990.
