CLASS CONCEPT/FUNCTION

This is the third class and supervisory level in a series of classes responsible for providing technical training. Positions in this class are responsible for the planning, implementation and modification of an agency's technical instruction curriculum and program. This class is distinguished from the Technical Instruction Coordinator class by the responsibility for supervising the agency's technical instruction unit to include supervising Technical Instruction Coordinators, Technical Instructors and other associated support staff.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which involves planning, scheduling, assigning and evaluating the work of subordinates; consulting with agency management or others who require instructional services to identify the specific matters to be addressed; setting priorities that meet agency needs; administering the unit's budget; approving policies prepared by subordinates, instructional staff or agency managers pertaining to technical training; assessing the effectiveness of the unit's training efforts including the individual performance of subordinates; and promoting the unit's services to others through formal presentations individual meetings and brochures. Positions may be required to perform duties related to the general administration of the agency.

Supervision Given: Supervises Technical Instructors, Technical Instruction Coordinators, and other support staff.

Supervision Received: Receives general direction from an agency manager or higher level position with regard to the general role of the instructional unit within the agency.

Scope: Work affects the success of the technical training programs within the agency which in turn affect trainees and persons receiving technical services from trainees.

Impact of Actions: Effective job performance results in the efficient use of money, time, staff, and other resources, and positively affects the agency's image to those served outside the organization. Errors could result in the failure to provide an adequate technical training program which would fail to prepare employees for their jobs.

Personal Contacts: Frequent internal and external contacts with agency managers, contracted instructors, vendors, individuals from the private and public sector and the general public to coordinate the unit's resources with the needs of others requesting services.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Considerable knowledge of adult educational principles; of supervisory practices and principles, project management, budgetary management; and contractual law.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise the work of others; to communicate effectively, both orally and in writing; to allocate resources independently; and to promote services.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in adult education or a related field.

Level and Type of Experience: Experience supervising adult education or technical training programs.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established as a result of the statewide Classification Review/Specification Update Program. This class replaces the Emergency Medical Services Training Manager and Mine Training and Research Supervisor classes, effective April, 1990.
