CLASS CONCEPT/FUNCTION

This is the second class in a series of classes responsible for providing technical training both within and outside an agency for the purpose of preparing persons to enter into a new field or technical occupation; improving or expanding career skills of employees; or assisting individuals in fulfilling licensure, certification or accreditation requirements. Training is provided in occupational areas such as fire, rescue, police, transportation and related services; criminal justice; occupational safety; and other technical areas. Positions in this class procure training services, administer a training budget and develop training policies. This class is distinguished from the Technical Instructor class which is devoted to the actual administering of training exercises to others. This class is further distinguished from the Technical Instruction Supervisor class which has the responsibility for supervising the agency's technical instruction unit to include supervision of Technical Instructors and Technical Instruction Coordinators.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty which includes contracting with technical specialists to perform training; developing the budget for the technical assignment and monitoring expenditures; drafting basic policies to promote uniformity in the frequency and availability of training; performing needs assessment; acquiring training accommodations; and researching available training resources such as providers, printed materials, and audio-visual aids. Ensures changes in training requirements due to legislation, technological changes, or changing priorities; and observes the training services that are procured to assure the sessions cover appropriate subject matter, are up to date in content, and are conducted in a fashion to effectively reach the audience and promote the retention of information. This class may directly administer instruction on occasion but only as an incidental task. Positions may coordinate "train-the-trainer" programs for law enforcement agencies, appear in court to defend the training material, and may have the authority to dismiss contractual trainers if problems arise.

Supervision Given: Supervision is typically not a factor; however, some positions may direct the work of office services or secretarial positions.

Supervision Received: Receives directions from a Technical Instruction Supervisor or from a higher level technical, professional or managerial position which sets priorities for the training program and approves any policy or procedural changes that affect operational units or persons outside the immediate unit.

Scope: Work affects the efficiency and effectiveness of the training program which affects the trainees and their clients.

Impact of Actions: Effective job performance ensures a positive working relationship between contracted instructors and the agency and in the provision of an effective training program. Errors could result in the inefficient use of resources or in the provision of inadequate technical instruction.

Personal Contacts: Frequent internal and external contacts with contracted trainers, agency managers, personnel from other agencies, law enforcement agencies and defense and prosecuting attorneys and the public to acquire services and materials, to receive and disseminate information to assess needs, and to explain what services are available.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Working knowledge of adult educational principles; and of analytical methods and budgetary management. Some knowledge of contractual law.

Skills: None identified for this class.

Abilities: Demonstrated ability to work without close supervision; to evaluate training plans and the technical instructional proficiency of others; and to communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification or licensure in the assigned area may be required.

Education or Training: Graduation from an accredited college or university with course work in adult education or a related field.

Level and Type of Experience: Experience in adult education or training in a technical area related to the area of assignment.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class is a result of the statewide Classification Review/Specification Update Program. This class replaces Emergency Medical Services Training Specialist, Emergency Services Training Officer, Corrections Staff Organization and Development Coordinator, Fire Services Training Area Supervisor, and Criminal Justice Training Representative classes, effective April, 1990.
