CLASS CONCEPT/FUNCTION

This is the first class in a series of classes responsible for providing technical training both within and outside an agency for the purpose of preparing persons to enter a new field or technical occupation; improving or expanding the technical career skills of employees; or assisting individuals in fulfilling certification, licensure or accreditation requirements. Positions in this class are responsible for directly providing instruction in a specialty area. Some of the occupational areas addressed may include fire, rescue, police, transportation and related services; criminal justice; and occupational safety. This class is distinguished from the Technical Instruction Coordinator class by the latter's responsibility to procure training services, administer a training budget and develop training policies.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty. This class conducts needs assessment by reviewing quantitative data; observing work methods; talking with staff, clients, managers, and others; and by evaluating related local, state and federal regulations to develop and modify training packages. Prepares lesson plans using conducted technical research; provides instruction through both lecture and demonstration; and develops, administers and grades tests. These positions routinely administer instruction; however, they may occasionally procure training services and evaluate the effectiveness of presentations of other contract trainers to assure appropriate subject matter is covered in a style and depth stipulated by the service contract.

Supervision Given: Supervision is typically not a factor; however, some positions may direct the work of an office support staff, or provide guidance to local groups, organizations, or others providing training to their own staff.

Supervision Received: Instructors receive general supervision from a Technical Instruction Supervisor or a higher level technical, professional or managerial position which sets training goals, approves related policies, and specifies the subject matter and usually the audience to be given instruction.

Scope: Instruction provided by positions in this class is instrumental in preparing trainees to more effectively perform in their respective technical duties which affects persons receiving services from these trainees.

Impact of Actions: Effective job performance ensures the provision of valid instruction to trainees which enables them to effectively perform their technical duties. Errors could result in the provision of incorrect or inadequate technical instruction which would negatively impact the proficiency of the trainee's job performance.

Personal Contacts: Frequent internal and external contacts with local, state, and federal government staff; vendors; private facility managers; and the general public for the purpose of conducting research; administering instruction; and procuring materials, facilities or training services.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Working knowledge of the principles and practices of the assigned technical subject; and of adult education principles.

Skills: Working skill in the operation of technical equipment and instructional devices used to provide training.

Abilities: Demonstrated ability to communicate effectively, both orally and in writing; to organize and carry out assignments without close supervision; and to train and instruct others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Certification or licensure in the assigned area may be required.

Education or Training: Graduation from high school or equivalent; and additional course work or specialized training in the technical subject matter being addressed.

Level and Type of Experience: Training or instructional experience in the assigned technical field.

An equivalent combination of training and experience indicating possession of the preceding knowledges, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class is a result of the statewide Classification Review/Specification Update Program. This class replaces the Criminal Justice Training Analyst, Transportation Safety Training and Education Officer, Mining Instructor, Emergency Medical Services Instructor, and Corrections Training Specialist classes, effective April 1990.
