CLASS CONCEPT/FUNCTION

This is the third class in the Archaeologist series. Positions in this class are normally located in a central office or at a major archaeological site and are responsible for planning, coordinating and supervising state-wide programs or comparable major archaeological projects to conform with federal and state laws; policies. standards

regulations and guidelines. This class is distinguished from the Archaeologist class by the supervision given to others, or the scope, impact or complexity of the project or program oversight. This class is distinguished from the Preservation Program Manager class by the latter's responsibility for managing multiple state-wide archaeology or Preservation programs.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of the Work: Performs work of considerable difficulty in designing, conducting and monitoring archaeological surveys, cultural resources or architectural history programs or overseeing the Commonwealth's Archaeological Compliance Program. Provides technical assistance to federal, state and local agencies in the identification, evaluation and protection of sites and artifacts impacted by actions involving public and state-owned land, funds or permits. Reviews, analyzes and interprets federal and state statutes, policies, programs, guidelines and plans as related to assigned program area(s). Directs major archaeological programs or projects: oversees archaeological contract work as either client or vendor. Develops work plans and budgets. Directs programs such as site research, state and local compliance and cultural resource management. Prepares work assignments for staff and consultants; monitors progress and tracks expenditures. Integrates cultural resource program results into the environmental program. Develops mitigation measures and alternatives for unacceptable projects, and coordinates with agencies to ensure mitigation. Reviews project plans submitted by federal, state and local agencies and ensures the correct application of technical policies, guidelines, regulations and laws, as well as professional levels of quality on mitigation or permitted projects. Ensures final compliance at the state level. Provides planning assistance to federal, state and local

agencies in the development of resource management plans, and memoranda of agreement. Analyzes and recommends for the approval or rejection of the Preservation Program Manager Senior, archaeological excavation and burial permit applications.

Supervision Given: Positions in this class typically provide direction to Archaeologists and other professional staff.

Supervision Received: Receives general direction from a Preservation Program Manager or an agency administrator.

Scope: Positions in this class plan, supervise and evaluate major archaeological projects or state-wide programs.

Impact of Actions: Decisions influence the development and performance of subordinates or the timeliness and quality of projects undertaken by federal, state and local agencies. Errors in analysis, judgment, planning and monitoring may result in the loss of the Commonwealth's historic or cultural resources or affect the timeliness of construction projects.

Personal Contacts: Frequent internal and external contact with agency employees; federal, state and local officials; technical experts; special interest groups; and the general public to coordinate plans and activities, exchange information and technical or legal advice, respond to complaints, and to obtain approvals or support.

 

KNOWLEDGE. SKILLS AND ABILITIES

Knowledge: Considerable knowledge of technical, legal, research, and cultural resource management practices, principles and procedures as they apply to the field of archaeology and historical and cultural preservation; of agency programs; of applicable federal and state legal requirements; of project/program management methods and techniques: of underwater and land excavation techniques; of artifact preservation methods, and of personnel management practices.

Abilities: Demonstrated ability to apply technical, legal and cultural or historical knowledge and planning principles to complex archaeological projects and programs; to plan, schedule, coordinate, assess and evaluate program area functions; to analyze, comprehend, interpret and evaluate complex technical, legal and historic documents; to plan for the use of fiscal and human resources; to provide technical and legal advise and training; to communicate effectively both orally and in writing and to supervise staff.

Education or Training: Graduation from an accredited college or university with major course work in, archaeology, anthropology, historic preservation, history, cultural resource management or a related field.

Level and Type of Training: Extensive experience in a relevant field as well as experience in supervising others or managing projects or programs.

An equivalent combination of training and experience indicating possession of the preceding know ledges and abilities may substitute for this education and experience.
