CLASS CONCEPT/FUNCTION

This is a management class in the State Library series responsible for planning, coordinating, administering, directing, and overseeing the operations, activities, and programs of a State Library Division. Positions in this class may have responsibility for identifying and preserving archival records; implementing statewide records and information management programs; providing and maintaining collections and materials needed for information and research; promoting and developing public libraries and public library services throughout the Commonwealth; and expanding and improving library services through automated systems and networking. This class is distinguished from the State Librarian and Assistant State Librarian classes by its responsibility for managing a comprehensive program area within the state library system rather than the system as a whole.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty which involves directing and administrating sections, branches or offices with responsibility for a specific activity or function within the broad program area of the Office of the State Librarian. Positions in this class provide leadership with state and local officials in developing and implementing records and information management systems in accordance with local, state and federal regulations and laws; provide positive interaction with elected officials in order to improve standards of county and regional libraries; contract for services; coordinate projects; direct, supervise and train staff; plan and develop procedures for integrated computer systems; oversee budgeting and procurement of software; plan and administer state library computer networks; recommend policy changes and grant awards; and plan, direct, and coordinate the selection, purchase, contribution, cataloguing, repair, and circulation of books, journals, materials, and documents; and make recommendations for regulations and laws in the areas of library, records, retention, computer networking and historical documents.

Supervision Given: Provides supervision and direction to professional, technical and office services staff.

Supervision Received: Receives general direction from the State Librarian with oversight by the Virginia State Library Board.

Scope: Work affects the management and operations of an assigned, primary function of the Office of the State Library and may affect other agencies or local libraries.

Impact of Actions: Decisions and actions impact the quality of services provided by the Office of the State Library, state and local agencies and libraries, and influence the effectiveness of subordinates and the ability of patrons to perform quality research. Errors may result in loss of valuable documents, deterioration of services provided to the citizens of Virginia, and decreased funding.

Personal Contact: Frequent internal and external contacts with state and local records managers, archivists, and manuscript curators, with state and local officials, U.S. Department of Education, National Archives, Library of Congress, or other Federal agencies, the Smithsonian, advisory groups or boards, librarians, professional associations, publishers, vendors and the public to provide information concerning library services, books, journals, documents, and other materials.

 

KNOWLEDGES, SKILLS, AND ABILITIES

Knowledge: Considerable knowledge of library technology; archival and records management and administration; public library development; public relations; and applicable research. May require considerable knowledge of automation and computer networking; building construction; micrographics and other recording technologies; rare books and valuable items related to library research collections; and United States and Virginia history. Some knowledge of purchasing by competitive bidding, budgets and public finance, and human resource management.

Abilities: Demonstrated ability to effectively manage and develop technical programs and comprehend and solve complex technical problems; to work effectively with supporting staff; to effectively communicate orally and in writing; to effectively interact with a wide range of individuals and groups both inside and outside state government; synthesize data and produce quality reports; and to use computers or other technologies.

 

QUALIFICATIONS GUIDE*

Licenses or Certificates: May require a professional librarians' certificate by the State Library Board.

Education or Training: Graduation from an accredited college or university with advanced course work in library and information science, history or a related field.

Level and Type of Experience: Extensive and progressive administrative and technical experience in library science or an archival and records and information management field with current and relative experience in a comparable organization.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
