Distinguishing Features of the Work

Directs a specialized agency research library; or in the State Library, heads a major administrative department, or acts as a consultant for public or institutional libraries throughout the Commonwealth.

Supervises professional and other supporting staff. Reports to an agency administrator, or to a higher level library professional.

Direction of an agency library in this category involves providing research facilities for a scientific staff and graduate students in a specialized discipline. Develops a collection covering specialized subjects comprising the discipline. Maintains a bibliography which may include a computerized data base. May maintain an archive collection and process facility scientific publications. Instructs students and staff in library use. May teach a formal class in the use of specialized reference tools. Prepares budget. Approves purchases. Selects and trains library staff.

State Library major administrative departments include Technical Services, Public Services and Rare Books.

The head of Technical Services administers the acquisitions, cataloging, serials and government documents sections. Plans and directs each sector's work. Establishes policies and procedures. Directs updating and inputting of catalog information into on-line data base. Serves as final authority on unusual cataloging questions. Supervises the evaluation, selection and acquisitions of print and microfilm materials.

The head of Public Services administers the circulation, stacks, films, pictures, and interlibrary loan and reference sections. Develops and implements goals and objectives. Plans and directs the work of the section staffs. Guides the providing of reference services to all types of Virginia libraries. Guides the film and picture collections. Sets circulation, retrieval, shelving and stocking policies.

The rare book librarian controls access to the collection, and establishes use procedures including security and copying. Reviews publishers and dealers catalogues for Virginia and Confederate items, and recommends purchases. Supervises and advises on restoration, preservation and storage. Maintains up to date inventory list for insurance purposes.

State Library consultants confer with librarians and public officials in developing and improving library services in public and institutional libraries including cooperation between different types of libraries. Such consultation may also involve specialization in such areas children's or adult services, building programs, networking and automation, and trustee relations. Consultants also assist with continuing education, federal programs and reports, and the distribution of federal and state aid.

 

Qualification Guide

Knowledge of professional library organization, operations and services. Knowledge in one or more specialized functional areas such as bibliography, cataloging, reference, audio-visual, or rare books as relevant. Ability to plan and administer the work of a facility, or a major operational unit of a large library. Ability to train and supervise professional and non-professional staff.

Possession of a librarian's license issued by the State Board for the Certification of Librarians. A record of progressive experience in library administration indicating Possession of the preceding knowledge and abilities.
