CLASS CONCEPT/FUNCTION

This is the first class in the Education Executive Management series. The series provides executive leadership to increase student learning and achievement and to improve delivery of essential education services to students of the Commonwealth.

This class manages a division in the Department of Education that provides a wide range of highly complex professional, technical or analytical services to local school divisions and state government. The class is distinguished by the high level of responsibility for working with top levels of state and local officials and implementation of the development and delivery of essential educational services to children throughout the Commonwealth.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs tasks of unusual complexity managing a Department of Education division. Directs and coordinates program activities of the division. Manages the design and implementation of school improvement plans and the development of statewide policies and programs. Develops the divisional budget and administers budget allocations; determines and establishes performance standards and objectives for the division; schedules and assigns projects and activities to appropriate personnel; evaluates the quality of work produced by the division; reviews and approves recommendations for employment within the division; evaluates employee performance; evaluates and assesses training needs of employees. Directs the development of divisional information systems and the gathering of division planning data.

Supervision Given: Supervises Education Lead, Principal, Associate, Assistant Specialist, Grants Program Administrative Manager and office services/secretarial classed positions in a division within the department of education.

Supervision Received: General direction is received from the Superintendent of Public Instruction. This class operates with maximum independence.

Scope: The work affects the quality of division projects, innovation and implementation of essential education services to Local Education Agencies (LEA's). Affects both state policy and local school division policies and practices.

Impact of Actions: Decisions made by this class have long-term impact upon the agency by requiring the application of unusually complex educational expertise and technical competency that has broad range state-wide implications and consequences for students, teachers and administrators.

Personal Contacts: Frequent internal and external contacts are made with the State Board of Education, the State Superintendent, local Boards of Education, parents, teachers, local school superintendents and administrators, Higher Education officials and representatives, state legislators and state budget officials.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of education curriculum, instructional practices, service delivery, research or administration. Considerable knowledge of state and local government policies and procedures and state agency functions. Working knowledge of information systems; resource allocation and budget management.

Skills: Basic facility with keyboarding.

Abilities: Demonstrated ability to define problems and apply problem solving techniques to complex issues; to present effectively complex information to both technical and lay audiences in writing and orally; to manage multiple assignments with critical deadlines; and to supervise effectively a diverse staff of technical and professional experts.

 

QUALIFICATIONS GUIDE *

Licenses or Certifications: None.

Education or Training: Graduation from an accredited college or university with an advanced degree in education, psychology, information systems, public administration or other related fields.

Level and Type of Experience: Extensive experience with educational systems, governmental operations, policy development, research and organizational management required.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in July of 1990 as a result of a reorganization of the Department of Education. This represents an update of this class.
