CLASS CONCEPT/FUNCTION

This is the third level in the Education Leadership Series. Positions in this series provide highly complex professional, technical or analytical services to local school divisions and state government.

Positions in this class are required to have expertise in a critical specialty area or specialties designated by management as critical to the mission of the department.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable complexity concerned with administering and applying broad technical expertise to multiple project assignments. Directs major projects and statewide programs. May supervise a "sub-unit" portion of a unit. Primary responsibility for a program area critical to the mission of the department. Applies broad educational expertise to research, develop, implement and evaluate education projects and assignments. Provides services to local school divisions and state government and critical to the overall mission of the agency.

Supervision Given: Supervision is not always a factor, but Education Associate, Education Assistant Specialist, Grants Program Administrative Manager and office services/secretarial class positions in a unit may be supervised by positions in the class.

Supervision Received: General direction is received from an Education Division Chief or Education Lead Specialist. The position is expected to operate independently, but may receive direction on matters related to the operation of a sub-unit.

Scope: Work affects the accuracy and reliability of broad statewide education projects, policy and program innovations.

Impact of Actions: Decisions made by this class have serious long-term statewide impact upon local school division programs and policies. Decisions require the application of broad, considerably

complex educational expertise and technical competency. The work impacts what and how students are taught and student achievement.

Personal Contacts: Frequent internal and external contacts are made with parents, students, teachers, division chiefs, local boards of education, local school superintendents and administrators, state legislators and other state officials to discuss project assignments, policy and program initiatives and services.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the designated education specialty or specialties; of resource allocation, budgets, and

project management; local school divisions, state and local government policies and procedures and state agency functions; of instructional practices, service delivery models, and research methods and project management.

Considerable knowledge is also required in those areas where information systems is the focus of technical assistance.

Some knowledge of information systems.

Skills: Basic facility with keyboarding.

Abilities: Demonstrated ability in a specific educational field or fields. Ability to define problems and apply problem solving techniques to complex educational issues; to manage the completion of projects; to effectively present complex information to both technical and lay audiences in writing and formal and informal presentations; to manage multiple assignments with critical deadlines; and to coordinate, critique, and edit work products of a diverse staff of technical and professional experts.

 

QUALIFICATIONS GUIDE *

Licenses or Certifications: None.

Education or Training: Graduation from an accredited college or university with an advanced degree in the field directly related to the designated specialty area or areas.

Level and Type of Experience: Extensive experience with the assigned specialty or specialties developing educational programs or services for local school divisions.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a new class developed as a result of a reorganization of the Department of Education in 1990. This represents an update of this class.
