CLASS CONCEPT/FUNCTION

This is the second level in the Education Leadership Series. Positions in this series provide highly complex professional, technical or analytical services for local school divisions and state government.

Positions in this class may be assigned as the Department’s point of contact for designated programs or services.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate complexity. Assignments are narrower in scope than those of the higher level classes of the series and are concerned with providing direct services to teachers and administrators.

Supervision Given: Supervision is not a factor.

Supervision Received: Direction is received from an Education Division Chief, Education Lead Specialist or Education Principal Specialist. This class operates with the highest degree of independence in matters pertaining to assigned educational specialty.

Scope: Provide direct services to teachers and administrators. Assignments are usually directed towards a specific population, school division or a portion of statewide school divisions.

Impact of Actions: Decisions require the application of educational expertise and technical competency. The work performed has division-wide implications and consequences for students, teachers and administrators.

Personal Contacts: Frequent internal and external contacts are made with teachers of local school divisions. Occasional contacts are made with local boards of education, local school superintendents and administrators. Some contact may be made with state legislators and agency officials to discuss project assignments and provide technical consultation for educational specialty.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the designated education specialty or specialties; of local school divisions, state and local government policies and procedures and state agency functions; of instructional practices, and service delivery. Some knowledge of research methods, and project management and information systems.

Skills: Basic facility with keyboarding.

Abilities: Demonstrated ability as a specialist in a specific educational field or fields. Ability to define problems and apply problem solving techniques to complex educational issues; to effectively communicate complex information to both technical and lay audiences; to manage multiple assignments with critical deadlines; and to coordinate, critique, and edit work products of others.

 

QUALIFICATIONS GUIDE *

Licenses or Certifications: None.

Education or Training: Graduation from an accredited college or university with an advanced degree in the designated specialty area or areas.

Level and Type of Experience: Considerable experience in applying expertise to problems of education.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a new class developed as a result of a reorganization of the Department of Education in 1990. This represents an update to this class.
