CLASS CONCEPT/FUNCTION

This single-position class serves as the administrator and medical consultant to the Board of Medicine which regulates the professions of physicians, chiropractors, clinical psychologists, nurse practitioners, clinical psychologists, osteopaths, physical therapists, physician assistants and podiatrists. This position also acts as a medical advisor to other health regulatory boards and agency management.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty requiring knowledge of medical practices and procedures in a variety of medical specialty fields and different methods and techniques in the treatment and care of patients. Evaluates requirements leading to conferring of credentials relevant to the practice of medicine. Directs the investigation and processing of medical complaints throughout the state. Administers a complex regulatory board including the execution of board activities relating to financial management, policy development and evaluation, licensure/examination, public relations and professional discipline. Develops and improves testing and examination procedures used to evaluate knowledge of medical rules and regulations.

Supervision Given: Supervises regulatory board administrative and office services employees in the licensing functions, processing of complaints, implementation of board actions and administrative matters.

Supervision Received: Receives administrative direction from an agency deputy administrator and board members.

Scope: Work performed affects the decisions rendered by the board in regulating the practices and standards of the specified medical professions.

Impact of Actions: This work could result in the over-regulation or under-regulation of physicians and other medical professionals, the quality of treatment rendered and the facilitating of appropriate delivery of health care services.

Personal Contacts: Frequent contacts with physicians, licensees, consumer groups, professional associations and the general public to resolve issues, answer inquiries and be spokesperson for the board. Frequently responds to legislators or their staffs in response to inquiries or proposals.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the principles and practices of the medical professions regulated; laws, regulations, examination and discipline procedures, and operation of the board; and various modes of treatment and the associated procedures and side effects. Considerable knowledge of the principles of public administration and management practices.

Abilities: Demonstrated ability to supervise, direct, train, and evaluate others in their work; manage the administrative activities of a board with complex rules and regulations; develop policies, procedures and regulations; establish and maintain effective working relationships with agency administrators, board members and employees; communicate effectively orally and in writing; and devise and conduct surveys, studies and investigations, analyze problems and reach logical and legally supported conclusions.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Licensed as a physician in the Commonwealth of Virginia.

Education or Training: Graduation from medical school.

Level and Type of Experience: Experience as a physician and administrator.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
