CLASS CONCEPT/FUNCTION

This single-position class is the chief of investigations for the ten regulatory boards. The Position directs statewide investigations of health care related complaints and manages the compilation and dissemination of these investigative reports.

 

DISTINGUISHING FEATURFS OF THE WORK

Complexity of Work: Performs work of considerable difficulty which requires the ranking and prioritizing of complaints for conducting investigations. Determines violations of statutes, rules and regulations for ten boards and appropriate jurisdiction boards; decides methods of investigations; and assigns cases to investigators. Solves problems through careful research of codes, rules, regulations and previous board actions.

Supervision Given: Supervises Regulatory Boards Investigators, Pharmacy Inspectors and office support staff who conduct investigations of health care related complaints and complete reports of those investigations for ten health regulatory boards.

Supervision Received: Works under the general direction of the Deputy Administrator who provides guidance concerning referral of cases to Assistant Attorney General’s office; diversion of funds; and organizational goals, policies and procedures as they relate to unlicensed activities.

Scope: Activities affect a statewide investigative program and the development of policies and procedures for the program.

Impact of Actions: The work involves dealing with a variety of complaints, field investigations and related situations for a program which impacts the health care of all citizens of the Commonwealth.

Personal Contacts: Frequent contacts with board members in discussing investigation results and techniques, law enforcement agencies in investigating criminal activities, Assistant Attorney General’s office to provide and discuss enforcement issues, and other state and federal agencies to discuss joint effort and enforcement policies.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of investigative principles and procedures; state a federal regulations for investigations; and statutes, rules and regulations for the health care regulatory boards.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise and coordinate the work of others, analyze facts in order to arrive at logical and legally supportable conclusions, and communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Possession of a valid Virginia driver’s license.

Education or Training: Graduation from a college or university with major course work in government or police administration.

Level and Type of Experience: Experience in investigation or regulatory enforcement.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
