Distinguishing Features of the Work

Implements Board policies regarding number of authorized positions, salaries, expenses, budget preparation, accounting, payroll and personnel administration for State constitutional officers and their staffs.

Supervises a staff of fiscal and clerical employees engaged in reviewing and processing expense claims and reimbursement vouchers. Reports to the Board at regular meetings or as required receiving general guidance and specific Board decisions. Reviews and makes recommendations on several hundred budgets submitted by local governments to support the operations of their constitutional officers (Commonwealth Attorneys, Commissioners of Revenue, Treasurers and Sheriffs). Prepares data for court cases and appeals, and gives testimony regarding budgets and contested expense claims. Makes recommendations on individual salary adjustments and on changes to statutory salary limits for constitutional officers. Analyzes proposed legislation to determine impact on Board operations, and makes presentations to General Assembly committees. Exchanges information with constitutional officers on a variety of operating matters, and transmits policy guidance. Administers the Board operating budget.

 

Qualification Guide

Knowledge of office fiscal management and salary administration. Skill in dealing with local government officials. Ability to analyze salary data and make recommendations on new positions. Ability to prepare and make presentations in court and to General Assembly committees. Ability to supervise a professional and clerical staff.

Experience in preparing and administering budgets. Experience in interpreting statutes and other data and applying interpretations to administrative and pay matters.
