CLASS CONCEPT/FUNCTION

The Chief Deputy of the Department of Health Professions serves as the single senior level advisor and assistant to the agency head. This position plans, organizes, staffs, and directs the overall administration of all areas of the agency, which includes administrative support, program operations and the operations and activities of the 13 health regulatory boards.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty that requires directing the operations of all major program areas of the agency. The work involves directing the preparation of the agency budget by overseeing the projection of financial, personnel, equipment and facility needs and associated costs, monitoring and directing the activities and programs of the regulatory boards and the regulatory board administrators, the personnel director, fiscal director, and the directors of the investigations and inspections divisions. Develops, interprets and administers agency policies, monitors and participates in employment activities, training, performance evaluations and disciplinary actions. The incumbent provides advice and guidance to others, including boards appointed by the Governor, oversees the development of regulations by the 13 health regulatory boards, assures agency compliance with the Administrative Process Act, Freedom of Information Act, and all other applicable federal and state laws and regulations. Represents the agency head in his absence, or as designated.

Supervision Given: Directs the work of managerial personnel who are responsible for the operation of all major program areas of the agency, and which have a direct impact on agency operations.

Supervision Received: Receives administrative direction from the agency head. Plans, develops, and implements programs and projects independently.

Scope: In order to meet the agency's goals and requirements, this position directs and manages regulatory programs which govern all private and most public health care providers in the state. Work involves and affects health care providers, health care organizations, and the delivery of health care services to all citizens of the Commonwealth.

Impact of Actions: Decisions made by the incumbent have a significant impact on the management of the agency in terms of quality of services rendered to the public and to health care providers, and on the development of health care regulations and the subsequent enforcement of these regulations. Actions taken could realize savings or losses to the agency and could influence public goodwill.

Personal Contacts: Frequent contacts with the management and staff of the agency, the staff of the Attorney General's Office, other regulatory agencies and enforcement personnel, vendors, Board members, members of the General Assembly, and the general public.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge: Comprehensive knowledge of federal and state laws, administrative law, regulations and policies governing health regulatory bodies, the practices and functions of policy making and regulatory boards, and administrative, fiscal and managerial practices and principles.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan, manage, and direct systems and programs, and supervise and direct professional staff. Must be able to communicate effectively orally and in writing, analyze complex data and problems and determine appropriate solutions.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with emphasis in public or business administration, or a related field.

Level and Type of Experience: Extensive managerial experience in the administration of an agency and its regulatory requirements.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
