CLASS CONCEPT/FUNCTION:

Serves as the single principal assistant to an agency head of a moderate size agency. The positions in this class have responsibilities for planning, organizing, staffing and directing major areas either in administrative support, program operations, or over regulatory boards. Program areas encompassed by administrative services include fiscal management, employee relations, management information systems, purchase and supplies, and program evaluation. Program operation includes areas that are offering direct services to the public or regulating the licensing of individuals and businesses in the health or commerce fields.

 

DISTINGUISHING FEATTRES OF THE WORK

Complexity of Work: Performs work of considerable difficulty, requiring the planning and direction of more than one major program area. Positions are second only to the agency head in making decisions affecting the agency, particularly in specified program areas. Implements, monitors, and evaluates major programs related to agency management and operations. Develops, interprets, and administers agency administrative policies, procedures, and utilization of staff resources. Assigns and explains work assignments to managers for new or changed programs, goals and processes; establishes operating guidelines to implement required changes. Reviews and analyzes records and reports of work accomplishment to assess program progress and resolve problems encountered in achieving goals and objectives; takes corrective action. Participates in the selection, discipline, and other conclusive personnel actions that involve subordinate managers and key personnel. Attends management planning and policymaking meetings and provides advisory services in financial management matters. Represents the agency head when absent or as designated.

Supervision Given: Directs the work of managers who are responsible for major program areas in administrative support, program operations, or regulatory boards which have a direct impact on total agency operations.

Supervision Received: Receives administrative direction from an agency head. Carries out programs, projects, and studies independently through a subordinate staff. Work is reviewed in terms of accomplishment of objectives.

Scope: Work involves planning and carrying out administrative programs which are essential to meeting agency goals and the services delivered to others including public and private organizations.

Impact of Actions: Positions in this class have a significant impact on the management of the agency in terms of quality of services rendered and improvement or reduction of services or the support given to the operational components of an agency.

Personal Contacts: Frequent contacts with others working inside and outside of state government on issues such as policy interpretation, legislation, or services rendered. Collaborates with other program heads in organizational or financial matters that affect overall management. Contacts may be with other government officials, Governor’s office, and Cabinet Secretaries in order to give status report, findings, or recommendations on policy or regulation requirements. Represents agency head at various meetings and serves on committees dealing with agency programs and management of these programs.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge: Comprehensive knowledge of agency mission, the administrative environment in which the agency functions and the rules, regulations, and policies governing the agency’s programs which this position supervises. Working knowledge of the technical fields supervised.

Skills: None, unless there is a need to operate office equipment, such as a calculator.

Abilities: Demonstrated ability to plan, direct, implement, and monitor programs. Demonstrated ability to supervise and direct the work of managers. Demonstrated ability to communicate effectively, orally and in writing, with diverse groups of persons. Demonstrated ability to interpret complex rules and regulations. Demonstrated ability to analyze problems and develop logical conclusions.

QUALIFICATION GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from college or university with emphasis in public or business administration or a related field appropriate to the position concerned. Appropriate training and experience may substitute for degree requirement.

Level and Type of Experience: Administrative management experience related to preceding responsibilities.

This class specification replaces the classes of Emergency Services Deputy Coordinator, Labor and Industry Assistant Commissioner, Criminal Justice Services Deputy Director, Commerce Deputy Director, and Health Regulatory Board Deputy Director.
