CLASS CONCEPT/FUNCTION

This class serves as an assistant to a higher level regulatory boards administrator in coordinating, administering and evaluating a designated area of board operations with moderate complexity, scope and impact as, in licensing, complaints or property registration. Positions function in a staff capacity performing a wide variety of analytical and administrative duties relating to specific board activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty requiring the application of laws and regulations relating to licensing, complaint or registration. In the disciplinary area, handles complaints against licensees by reviewing and analyzing complaints, making recommendations to the board, setting complaints for administrative proceedings, assisting in drafting notices and keeping the board informed of the status of cases. In the area of licensing or registration, manages the registration process including reviewing and processing applications and legal documents.

Supervision Given: May supervise legal interns or assistants and/or office services employees in processing complaints or applications.

Supervision Received: Receives directions from a higher level regulatory boards administrator. Work is performed within established policies, procedures and regulations.

Scope: Employees in this class are responsible for a specific program area that has an effect on the decisions of board members and those professions regulated.

Impact of Action: Reaches conclusions that can impact the economic well-being of persons in a health or commerce professional field and the quality of services administered to the public.

Personal Contacts: Frequent contacts with applicants, the public or licensees in gathering information, answering inquiries, explaining regulations or monitoring compliance with board or court decisions. May also deal with the Attorney General’s Office or attorneys on legal matters involving licensing, disciplinary actions or registration.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge: Considerable knowledge of the programmatic area being administered and the associated policies and regulations. Working knowledge of the Administrative Process Act.

Abilities: Demonstrated ability to administer a functional activity of the board including the development of related policies and procedures; analyze a situation and arrive at a logical and legal conclusion; communicate effectively orally and in writing with a variety of individuals; and plan and direct the work of others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with course work in public administration, business administration or a related field.

Level and Type of Experience: Experience related to the activities of the board being administered indicating possession of the preceding knowledge and abilities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
