CLASS CONCEPT/FUNCTION

This class serves as the executive officer for the Virginia Board for Contractors or the Virginia Real Estate Board. Positions function as the chief staff position to the board supervising administrative activities involving licensing, complaint adjudication, research, and policy development.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty managing the administrative activities of a regulatory board. The work typically involves directing others in analyzing data and developing policies, regulations and procedures. Supervises the processing of complaints and licenses. Develops and implements budget. Prepares and distributes agenda materials for board meetings. Reviews, tracks and recommends actions to be taken by the board on complex and sensitive issues.

Supervision Given: Supervises Regulatory Board Administrators and Regulatory Boards Administrator Assistants who supervise others in processing applications for licensing or handling complaints and office services personnel in administrative support work.

Supervision Received: Receives general direction from an agency deputy and from board members.

Scope: Work performed has an effect on the development of employees, decisions rendered by the board and those professions and businesses regulated.

Impact of Actions: The coordinative and analytical work could result in over-regulation or under-regulation of real estate and construction businesses and affects standards for the quality of services offered to the public.

Personal Contacts: Frequent contacts with consumers and licensees to respond to inquires about policies, procedures and regulations. Frequently works with the Assistant Attorney General and attorneys on legal issues involving the Board. Occasionally responds to legislators on regulations and legislative proposals and makes presentations to the General Assembly about legislative proposals. Makes presentations to educate the public about licensing requirements and board regulations.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles of public administration and management practices; laws, regulations and policies pertaining to real estate or construction; and board regulations, examinations and discipline procedures. Working knowledge of the professions regulated.

Abilities: Demonstrated ability to supervise, direct and train others in their work; manage the administrative activities of a board with complex rules and regulations; independently perform staff assignments requiring analysis, interpretation and development of policies, procedures and regulations; establish and maintain effective working relationships with agency administrators, board members and employees; and communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with course work in public administration, business administration or a related field.

Level and Type of Experience: Experience in a responsible administrative position indicating possession of the preceding knowledge and abilities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

This generic class was established to serve as chief administrator to the Board for Contractors or the Real Estate Board. This class replaces Regulatory Boards Real Estate Commission Administrator and Contractors Board Executive Secretary.
