CLASS CONCEPT/FUNCTION

This class serves as the principal assistant to one or more health or commerce regulatory boards and administers and coordinates board activities. This class may also function as an assistant to a higher level regulatory board administrator over a function of considerable complexity, scope and impact. Positions allocated to this class function in a staff capacity and are delegated the authority to implement board actions and oversee all administrative matters including development of policies and regulations; documentation, research and recommendation of disciplinary actions; licensing of applicants; and scheduling meetings and preparing agenda.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring the analysis of a variety of issues and coordination of activities which must be considered before decisions can be reached by the board. The work typically involves analyzing policies, regulations and legislation governing the board and those professions or businesses in the health or commerce fields regulated by the board. Provides and disseminates public information and responds to inquiries including policy issues. Plans and schedules board meetings. Conducts special studies requiring broad comprehension of board regulations and those professions and business: requirements regulated.

Supervision Given: Supervises administrative and office services employees who perform clerical duties related to board activities, primarily in the areas of licensing and record-keeping.

Supervision Received: Receives general direction from an agency deputy and from the members of the regulatory board.

Scope: Work performed has an effect not only on the decisions reached by board members but also on those professions and businesses regulated.

Impact of Actions: The coordinative and analytical work could result in over-regulation or under-regulation of health and commerce professions and businesses and affects the quality of services being administered to the public.

Personal Contacts: Frequent contacts with individuals interested in or licensed in professions being regulated for the purpose of explaining policies and decisions of the board. Works with the Attorney General’s Office on legal implications of board policies and decisions. Explains new regulations to and answers inquiries of the general public. Represents the board at a variety of meetings including various associations of those professions regulated to provide input and gather data. Works with other board administrators and agency officials on related issues.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of public and administrative management practices; methods and procedures analysis; and laws, regulations and policies pertaining to professional regulations, examinations and discipline procedures. Working knowledge of the Administrative Process Act, Freedom of Information Act and related sections of the Code of Virginia.

Abilities: Demonstrated ability to independently perform staff assignments requiring analysis, interpretation and development of policies, procedures and regulations; establish and maintain effective working relationships with agency administrators, board members and others; communicate effectively orally and in writing; and plan and direct work of others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with course work in public administration, business administration or a related field.

Level and Type of Experience: Experience in a responsible administrative position indicating possession of the preceding knowledge and abilities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

This generic class was established to serve as chief administrator to one or more health and commerce regulatory boards. This class replaces Private Security Services Regulatory Administrator, Athletic Commission Secretary, Medicine Board Executive Secretary and Contractors Board Assistant Executive Secretary.
