CLASS CONCEPT/FUNCTION

This is a single-position class that directs and supervises the inspection, survey, consultation, examination, licensure, regulatory and administrative functions for the Virginia State Board of Nursing. This class is distinguished from other Regulatory Board Administrators by the complexity of the board administered and additional complex activities associated with the statewide evaluation of educational and clinical facilities and nursing programs.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in managing the programs, surveys and activities of a complex health regulatory board. The work involves the scheduling, coordinating and directing of periodic surveys and inspections of nursing schools, educational curricula and clinical facilities; evaluating the quality of educational instruction and clinical training; working with nursing schools in the development, revision or implementation of educational programs; and providing professional consultative services to faculty members, nursing school administrators and hospital officials regarding methods of instruction, teaching aids, clinical training and nursing practices. Other major responsibilities include reviewing applications and evaluating credentials of applicants, supervising the examination and testing of nurses, supervising the issuance and renewal of licenses, and investigating illegal nursing practices.

Supervision Given: Supervises nursing consultants responsible for complex activities related to accreditation of nursing education programs and mitigation of complaints. Supervises other office services and program support employees responsible for administrative and clerical activities.

Supervision Received: Receives administrative direction from an agency deputy and board members.

Scope: Work performed affects the training and education of those in nursing programs, professional development of employees and decisions rendered by the board in regulating nursing practices and standards.

Impact of Action: This work could result in over-regulation or under-regulation of nursing practices and affects the quality of education received by nurses.

Personal Contacts: Has frequent contacts with licensees, representatives from nursing education programs, the public, nursing organizations and state agencies to receive and respond to complaints and inquiries, to provide information or to educate. Frequently responds to legislators or their staffs in response to inquiries or proposals. Frequently works with the Assistant Attorney General and attorneys on legal issues involving the board.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of nursing practices, protocol and nursing education programs; and laws, regulations, examination and discipline procedures, and operations. Considerable knowledge of public administration principles and management practices.

Abilities: Demonstrated ability to supervise, direct and train others in their work; manage the administrative activities of a board with complex rules and regulations; independently, perform staff assignments requiring analysis, interpretation and development of policies, procedures and regulations; establish and maintain effective working relationships with agency administrators, board members and employees; communicate effectively orally and in writing; and devise and conduct surveys, studies and investigations; analyze problems; and reach logical and legally supported conclusions.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Licensed as a registered nurse in the Commonwealth of Virginia.

Education or Training: Master’s degree in nursing.

Level and Type of Experience: Experience in nursing administration or nursing education.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
