CLASS CONCEPT/FUNCTION

This is an advanced nursing class which provides assistance to the Nursing Board Executive Director by providing administrative and clinical direction for the Board of Nursing. Positions participate in, manage and monitor the complaint resolution process, nursing education approval process, licensing and examination programs and monitoring process of licensees on probation.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty through planning and coordinating activities that serve as a basis for the decisions made by the Nursing Board Executive Director and the Board of Nursing relating to licensees on probation, nursing school programs, licensing examinations and complaint resolution. The work typically involves advising management, the nursing board, licensees, consumer groups and the public regarding scope of practice within the law. Positions provide expert advise to the Board of Nursing and others on chemical dependency and other illnesses that may impair a nurse’s ability to practice; serve as resources to the Board in its determination of sanctions; and conduct survey visits to schools of nursing as normally scheduled or as a result of Board action in order to evaluate compliance with Board regulations including recommendations to the Board regarding opening or continued operation of schools.

Supervision Given: Supervises lega1 assistants in the drafting of legal documents for complaint resolutions and terms and conditions of probation. Also supervises office support employees in the distribution of examination results, collection of nursing school admissions, enrollments, graduations, results of examinations, endorsements and other information used for the Board's annual statistical report.

Supervision Received: Performs work under general direction of the Nursing Board Executive Director.

Scope: Work affects the school’s of nursing approval to open and/or continue operation, timely resolution of complaints received by the Board of Nursing and quality of the nursing profession statewide.

Impact of Actions: The work results in the quality of nursing care received by patients and the education of nursing students throughout Virginia.

Personal Contacts: Frequent internal and external contacts with the public, licensees, deans of nursing schools and hospital administrators regarding the scope of practice and nursing education programs. Frequently works with the Assistant Attorney General’s Office on legal matters involving the Board. Conducts informal and formal hearings, seminars and workshops throughout the state.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of nursing education programs and practices, laws, regulations, discipline procedures and operations.

Skills: None identified for this class.

Abilities: Demonstrated ability to establish effective relationships and priorities; work independently; communicate effectively orally and in writing; devise and conduct surveys, studies and investigations; and analyze problems and reach logical and legally supported conclusions.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: Licensed as a registered nurse in the Commonwealth of Virginia.

Education or Training: Graduation from a college or university with a masters degree in nursing or a related field.

Level and Type of Experience: Experience in nursing administration or nursing education.

An equivalent combination of training and experience indicating possession of preceding knowledge and abilities may substitute for this training and experience.
