CLASS CONCEPT/FUNCTION

This is a single managerial class that performs as a deputy to the Adjutant General at the Department of Military Affairs. The class represents the Adjutant General in decision making and administering agency operations both with federal Assistant Chiefs of Staff and state sections. Responsibility also exists for committing agency resources, designating military personnel assignments, interpreting regulations and executing orders. Acts on behalf of the Adjutant General for all agency line programs and operations. These responsibilities exclude administrative support services in fiscal, materiel management, data processing, and mailroom areas.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty ensuring consistent interpretation, application, and execution of state and federal regulations, policies, directives, and executive orders. This class reviews and analyzes records and reports to assess goal and objective achievement and takes corrective action when necessary. Positions participate in management planning and policy making, prepare position papers for the Adjutant General to Congressmen and their staffs on military matters affecting the National Guard. Positions in this class serve as the agency Human Resource Manager, and write, implement, and ensure compliance with the agency Affirmative Action Plan. Positions prepare addendum briefs to House and Senate Appropriation Committees, serve as Military Protocol Officer for the agency, assign and coordinate military personnel support and logistics for the state and the Governor's functions and events, and updates the Military Laws of Virginia.

Supervision Given: Provides general direction in the accomplishment of specified line programs. Acts for the Adjutant General in his absence.

Supervision Received: Receives administrative direction from the Adjutant General but works independently in conformance with policies, regulations, directives, executive orders, and in accomplishing goals and objectives.

Scope: Assists the Adjutant General (agency head) in setting agency goals and objectives, and is responsible for their implementation and execution.

Impact of Actions: This class seriously impacts the efficiency and effectiveness of the agency, in planning and managing its resources, and in planning and meeting goals and objectives.

Personal Contacts: Frequent internal and external contact with U.S. Army and National Guard personnel, Congressmen and their staffs and organizations inside and outside state government. This class represents the Adjunct General at meetings, hearings and other functions.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Comprehensive knowledge of agency operations and mission including all matters pertaining to the Virginia National Guard. Considerable knowledge of military programs as they relate to the Department of Military Affairs; of Army and National Guard regulations; and state policy and procedures concerning Equal Employment Opportunity.

Abilities: Demonstrated ability to communicate effectively orally and in writing with personnel in command and supervisory positions; to interpret rules and regulations; to analyze problems and develop solutions; and to plan, direct, implement, and monitor military and non-military programs.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with personnel assignments either in the military or the civilian sector.

Level and Type of Experience: Past or present military command experience at battalion level or higher with a secret or top secret security clearance.
