CLASS CONCEPT/FUNCTION

This class in the Criminal Justice Services Series assists the division director or program manager in directing and supervising programs in a major criminal justice component by developing, managing and/or evaluating programs operated statewide through state and local agencies as well as private non-profit organizations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty involving the development of programs and providing guidance to existing programs and agencies statewide on policy issues, expenditures and utilization of personnel. Positions act as members of task force or project team; analyze, plan, implement, and manage a specific statewide program within an assigned criminal justice component; develop programmatic guidelines and policies to govern program operations and assure compliance with state and national standards; interpret and evaluate programmatic and fiscal data to assure programs are operating within sound criminal justice principles and assess the need for changes in policy or procedures; conduct program evaluations to determine if the program is achieving the desired results and recommends program changes, resource allocation adjustments or program termination. Positions analyze proposed legislation to determine program, policy and organizational impact and prepare impact statements for agency and/or cabinet secretary; provide on-site consultation and technical assistance to state and local program personnel in developing solutions to criminal justice problems; conducts training sessions on new or innovative methods/procedures designed to implement solutions; act as principle program managers for a criminal justice area providing technical assistance and consultation to local units of government, state agencies and the judicial, legislative and executive branches of government in this area of interest.

Supervision Given: Assumes management responsibilities as team leader of an internal agency or multi-state agency task force.

Supervision Received: Receives directions from criminal justice managers/directors.

Scope: Analyzes, plans, coordinates and supervises the management of a statewide program in the criminal justice field.

Impact of Actions: Develops goals and objectives, makes recommendations and gives advice on highly complex studies, evaluations and training issues affecting the criminal justice system and/or the agency. Errors in judgment may result in funding of ineffective criminal justice programs and development of statewide criminal justice policies or standards that are ineffective and costly in terms of cost benefits.

Personal Contacts: Frequent contacts with high level agency management, employees and central agency staff; major division heads of state criminal justice agencies and local criminal justice agency heads or their chief assistants; other state agency analysts when assigned to interagency team studies; and members of the legislative or executive branches, committees or commissions on specific projects or studies.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the state criminal justice systems; current principles, practices and methodologies in program planning, development, budgeting, evaluation and policy analysis. Working knowledge of computer applications for program management and evaluation.

Abilities: Demonstrated ability to manage a specific statewide criminal justice program that may be funded with state or federal grant funds or state general funds; conduct complex analyses, develop logical conclusions/ recommendations and present the results in a logical, concise manner; organize, develop and conduct technical assistance and training programs on a local, regional and statewide basis; work effectively with agency management, employees, other state agency staff, major division heads of state agencies, local criminal justice agency heads or their chief assistants, and members of legislative or executive branch boards, committees or commissions; work independently; and handle multiple assignments with critical deadlines.

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with major studies in administration of justice, public administration, social science or a related field.

Level and Type of Experience: Experience as a practitioner in a major criminal justice field or evaluation technique/design associated with criminal justice.

An equivalent combination of training and experience indicating possession of the preceding knowledge, and abilities may substitute for this training and experience.
