CLASS CONCEPT/FUNCTION

This class in the Criminal Justice Services Series assists the division director in directing and supervising multiple programs in a major component of criminal justices such as law enforcement, adjudication, corrections or training for a state criminal justice agency with programmatic and financial responsibilities statewide.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in the analysis of complex problems affecting two or more components or a significant element of one criminal justice system component. Positions develop statewide goals and objectives for the component and recommend specific policies, programs or resource allocations; develop program priorities and expenditure plans for one or more major state/federal grant-in-aid programs; monitor and evaluate major trends in the criminal justice system statewide and nationally recommending appropriate action to implement innovative programs at the state and local level; serve as principle advisor and source of expertise to agency director or deputy and represent agency as chief point of contact with other states, federal government, local units of government or other state agencies for matters affecting assigned criminal justice component; serve as team leader or member in conducting studies of highly complex criminal justice issues designated by a cabinet secretary or the legislative branch of government; and draft major portions of such studies and make oral presentations as required.

Supervision Given: Provides supervision and guidance to subordinate analysts to ensure direction and compatibility of individual program or training project objectives with overall state, federal or agency goals. Approves/disapproves recommendations of subordinate analysts regarding individual program or training project guidelines.

Supervision Received: Receives general direction from the division director and/or agency head/deputy director.

Scope: Analyzes, plans, coordinates and directly supervises the management of multiple statewide programs within an assigned major criminal justice component such as law enforcement, adjudication, corrections or training.

Impact of Actions: Develops goals and objectives, makes recommendations and gives advice on numerous highly complex studies, evaluations and training issues affecting the criminal justice system and/or the agency. Errors in judgment may result in considerable misdirection of funding within a major component of the criminal justice system or establishment of ineffective programs and policies that will have long-term adverse effects upon this component of the criminal justice system or criminal justice training system.

Personal Contacts: Frequent contacts with high level agency management; state and local criminal justice agency heads, general government leadership, agency cabinet secretary or deputy, and members of the legislature or their staffs; local government boards, regional or local training academies, private non-profit agencies, special executive and legislative study committees and state policy boards, committees or commissions.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the Virginia and federal criminal justice system with extensive knowledge of a major component thereof; and current principles, practices and methodologies in program planning, development, budgeting, evaluation, policy analysis or training.

Abilities: Demonstrated ability to manage multiple criminal justice programs with multiple funding sources; conduct complex policy, issue and system analyses, develop logical conclusions/recommendations and present the results in a logical manner; work effectively with high level agency management and employees, state and local agency heads, cabinet secretary or deputy, members of the legislature and their staffs, local government boards, private non-profit agencies, special study committees and state policy boards, committees or commissions; and work independently and handle multiple assignments with critical deadlines.

 

QUALIFICATIONS GUIDE*

Education or Training: Graduation from a college or university with major studies in the administration of justice, public administration, behavioral or social sciences or a related field.

Level and Type of Experience: Experience as a practitioner in one of the major components of the criminal justice field or in criminal justice training.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this training and experience.
