Distinguishing Features of the Work

Responsible for the overall planning, organization, implementation, auditing, and training of all aspects of the criminal history record information system in accordance with the policies of the Criminal Justice Services Commission.

The duties include developing and implementing rules and regulations regarding the handling of record information, developing policies and procedures, and coordinating system operations with other states and the federal government. Responsibility is involved for organizing training programs, and preparing staff reports. The work also requires advising the Commission staff and conducting administrative hearings. Supervision is exercised over the Criminal Justice Information System Coordinators and clerical support personnel. The position reports to the Criminal Justice Services Commissioner Executive Director.

Examples of duties characteristic of positions in this class:

  1. Develops and implements rules and regulations regarding the collection, storage, privacy, confidentiality and dissemination of criminal history record information and correctional status information.
  2. Develops policies and procedures for the participation of state and local agencies in a criminal history record information system.
  3. Coordinates the operations of the information system with other states and the federal government.
  4. Organizes and supervises the implementation of educational and training programs for state and local agencies.
  5. Coordinates the development of a statewide comprehensive criminal justice information system and implements standards, goals, objectives, and priorities.

  7. Directs studies and reviews of individual privacy requirements and criminal justice information.
  8. Prepares staff reports for presentation to the legislature, or judicial and executive entities.
  9. Supervises and manages staff responsible for the criminal justice record information system.
  10. Conducts administrative hearings concerning any and all aspects of criminal history record information.

 

Qualification Standards

Graduation from an accredited college or university with major studies in criminal justice, computer science, business, personnel public administration, or related field and four years of responsible experience in planning, development, training or administrative duties. Two years of experience must have been with criminal justice information systems or other automated record systems. Related graduate study may be substituted for the non-specialized experience on an equivalent time basis.

Thorough knowledge of computer systems/soft ware is required; ability to develop information systems and controls; ability to supervise a staff of specialists; ability to coordinate, organize and develop training programs.
