CLASS CONCEPT/FUNCTION

This class is a division director in the Criminal Justice series and is responsible for setting and executing statewide policies and programs for state and local criminal justice agencies to include law enforcement, adjudication, corrections, training and related services.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in controlling, scheduling, defining and reviewing projects and programs assigned to the division. The position develops systems for continuously monitoring the effects of ongoing programs, shifts resources and/or initiates regulatory changes to upgrade and improve the quality of services or training received by criminal justice practitioners statewide including the private security business; keeps informed through criminal justice analysts of areas that require additional funding or other resources; develops funding formulas or allocation systems to equitably distribute state and federal funds designated for improving the criminal justice system and/or criminal justice training system; serves as advisor to one or more of the criminal justice boards or committees designated by law or through executive order to set policy, approve regulations and initiate studies to improve the criminal justice system and/or criminal justice training system; recommends changes to the legislature and studies all proposed state and federal legislation that effects criminal justice; and may serve as principal manager for an executive or legislative criminal justice study affecting all state and local criminal justice elements.

Supervision Given: Provides supervision to a staff of criminal justice analysts or training representatives located regionally throughout the Commonwealth and/or in the central office.

Supervision Received: Receives administrative direction from the agency head and/or deputy director.

Scope: Plans, develops and directs the process for planning, analysis, program development, training, evaluation and regulatory mandates imposed by statute and executive authorities for criminal justice programs encompassing all aspects of the criminal justice system and related human service areas.

Impact of Actions: Directs the methods, conclusions and recommendations of various studies, training programs and/or evaluations undertaken by the division. Errors in judgement may result in misallocation of state resources as well as state or federal funds to programs or training initiatives of questionable value to the criminal justice system. Costly errors may result in the reduction in the quality of training or to criminal justice programs, inadequate standards of training for personnel, and liability of state and local units of government in costly lawsuits.

Personal Contacts: Frequent contacts with members of the legislature; judiciary; Governor’s office and cabinet; high level state and local government offices; state, regional and local training academy executives; high level federal officials; national and statewide law enforcement, corrections or training organizations; and private security advisory groups.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge; Comprehensive knowledge of all components of the criminal justice system including its laws and regulations; legislative and regulatory process; principles and practices of management, program planning, training development, budgeting, evaluation and policy analyses; and activities in the criminal justice field nationally.

Abilities: Demonstrated ability to manage multiple projects and ensure that timelines/deadlines are met as well as high quality in completing assignments; manage, supervise and train a central and/or a field staff; develop new approaches and techniques to accomplish results with limited resources; and represent cabinet officers at legislative and public hearings or meetings and interact with high level state or local government officials.

Education or Training: Graduation from a college or university with major studies in public administration, administration of justice, behavioral or social sciences or a related field.

Level and Type of Experience: Experience in the criminal justice field with supervisory and management responsibilities.

An equivalent combination of training and experience indicating possession of the preceding knowledge, and abilities may substitute for this training and experience.
