CLASS CONCEPT/FUNCTION

This is the second professional level class in the Transportation Safety series. Positions in this class assist a program supervisor in the planning, development, implementation, and management of a statewide transportation safety related program. Positions may be responsible for providing generalized professional level support for the overall program or may independently plan, develop, and implement a particular component or subprogram of the overall program with secondary emphasis on other aspects of the overall program. This class is distinguished from the Transportation Safety Program Supervisor class by the latter's responsibility for the full range of program management responsibilities for a defined transportation safety program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty which involves supporting a program supervisor in program planning, development, implementation, and management activities. Conducts research, identifies problem areas or potential areas of concentration, and compiles statistical data to support planning and development of program goals and objectives. Proposes program enhancements and operational improvements; plans, develops, proposes, and implements programs, activities, and campaigns to address particular transportation safety issues and to support the mission of the overall program; writes grant proposals for obtainment of federal funds; participates on planning, development, and implementation committees; monitors and evaluates programs and projects. Assists the program manager in promoting the program, obtaining and coordinating local and state level support and involvement. Provides technical assistance and guidance to corporations, community action groups, other state agencies, and others, in the planning and development of transportation safety educational and promotional activities to address transportation safety problem areas. Monitors and reports on transportation safety grants.

Supervision Given: Supervision is typically not a factor. However, positions may supervise a small staff of a paraprofessional or professional nature.

Supervision Received: Works under the direction of a Transportation Safety Program Supervisor.

Scope: Positions assist a program supervisor in the full range of program management responsibilities for a single, comprehensive, statewide transportation safety program or more independently plan, develop, implement, and manage a component or subprogram of the overall program.

Impact of Actions: Work has a direct impact upon public awareness and knowledge of transportation safety issues and impacts upon the level of community support and involvement in promoting transportation safety within individual localities and across the state.

Personal Contacts: Frequent contacts with other state agencies, and local and state officials involved with transportation safety, community and special interest groups, corporations and industry representatives, to promote support and involvement in agency programs, to exchange information, to provide technical assistance and consultative services, and to coordinate programs.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge: Working knowledge of project planning and project management techniques, data collection techniques, research techniques and methodologies, statistical analysis and interpretation, financial and grant accounting principles and procedures.

Skills: None identified for this class.

Abilities: Demonstrated ability to establish and maintain effective working relationships; to conduct research and identify transportation safety problem areas; to collect, organize, and analyze statistical information; to plan and organize projects; to make effective presentations.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from a college or university with major studies in business administration, transportation safety, or a related field.

Level and Type of Experience: Experience requiring the application of basic research, data collection, and analytical methods.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
