CLASS CONCEPT/FUNCTION

This is the managerial level class in the Transportation Safety series. Positions in this class are responsible for the planning, development, implementation, and management of a number of transportation safety related programs. The work involves overseeing the full range of program management responsibilities from conceptualization and design of the programs to program evaluation and initiation, and implementation of enhancements or improvements. This class is distinguished from the Transportation Safety Program Supervisor class by responsibility for a number of programs rather than responsibility for a single program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty requiring management and oversight of planning, research, development, evaluation, and program management activities associated with a number of comprehensive statewide transportation safety programs. Positions oversee the development and implementation of programmatic standards, policies, and operating procedures; collaboration with operational areas, organizations, and special interest groups; and the evaluation and modification of programs and services. Responsibility for ensuring that the operations tied to these programs are efficient and effective is also a factor. Serves as grant director for federal funds provided to Virginia for transportation safety related purposes. Represents the agency on boards and committees; maintains liaison with local, state, and national transportation safety agencies and other advocates of transportation safety.

Supervision Given: Provides general direction to professional level program supervisors which are responsible for the individual programs.

Supervision Received: Works under the general direction of an agency administrator.

Scope: Manages the full range of program development and management responsibilities for a number of specialized, statewide transportation safety-related programs which often involve other state agencies, other states, and special interest groups. Manages the grant proposal and awareness process for federal transportation safety funds awarded to Virginia and ensures grant funds provided to the state are expended according to approved plans and guidelines.

Impact of Actions: Work substantially affects the appropriateness and success of transportation safety oriented programs across the state as well as the continuation of federal funding to support transportation safety programs and activities in Virginia. The work of positions in this class may result in the reduction of highway injuries and fatalities and may enhance the agency's image.

Personal Contacts: Frequent contacts with agency managers, local, state, and national government agencies and bodies, industry representatives, special interest groups, and public and private organizations, to promote the various programs, obtain support, cooperation, and dedication of resources.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge: Comprehensive knowledge of planning, analysis, research and program evaluation techniques, project management techniques, and organizational models. Considerable knowledge of managerial and supervisory principles and practices. Comprehensive knowledge of the administrative, monitoring, and reporting requirements associated with federal grants management. Working knowledge of the basic principles of human resource management.

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from a college or university with major studies in public administration, transportation safety, business, behavioral or social sciences, or a related field.

Level and Type of Experience: Experience in planning and managing a variety of programs including supervision of professional staff and responsibility for developing and evaluating programs.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
