CLASS CONCEPT/FUNCTION

This single position class is responsible for designing, negotiating, procuring, and managing health benefits plans for active and retired employees of the state, local governments, local officers and school boards.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty requiring the exercise of managerial and developmental judgment in making frequent decisions related to employee health benefits plans and flexible benefits plans. Develops plan designs, statewide components and administrative structures for health and flexible benefits plans, disability insurance, dependent care, and flexible spending accounts; manages third party administration of individual employee accounts; surveys technical literature and public and private plans; recommends premium charges based on review of utilization and cost data; designs and administers health promotion and other cost containment measures; develops extensive employee information programs; manages data gathering and development of data systems and to ensure compliance; provides technical advice and direction to State Health Benefits Administration Manager; and acts for program director in his/her absence.

Supervision Given: Manages the work of health benefits program professional and support staff in contract procurement and compliance management.

Supervision Received: Receives administrative direction from the Health Benefits Office Director typically in the form of guidelines related to program goals and objectives and in the review of contracts and data.

Scope: Work involves planning, negotiating and procuring health benefits plans for active and retired state employees and dependents and for active and retired employees of local governments, local officers and school boards.

Impact of Actions: Decisions and recommendations have a serious impact on the agency's ability to establish comprehensive, cost-effective health benefits plans.

Personal Contacts: This class has frequent internal contacts with agency benefits administrators and frequent external contacts with representatives of health insurance companies, local governments, local officers and school boards. It has occasional external contacts with representatives of public and private employers.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of health insurance principles and practices and of laws and regulations governing health insurance plans.

Skills: None identified for this class.

Abilities: Demonstrated ability to develop and interpret complex statistical analyses; negotiate terms; manage efforts of professional and support staff; and to communicate effectively orally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in management, accounting or statistics.

Level and Type of Experience: Administrative management experience which includes managing and supervising professional staff, researching and analyzing data, and writing reports.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
