CLASS CONCEPT/FUNCTION

This is a new single-position class in the Central Personnel Series Continued (Operations and Information Systems). The postion is responsible for maintenance and operation of the agency’s personal computer network; coordination of information system development, documentation of system development and operations; training of agency personnel; and consultation with management concerning the strategic planning and direction for agency requirements.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty in the area of computer networking. Ensures that both hardware and software are functioning at defined levels on a 24-hour basis. Reviews and evaluates computer hardware and software requisitions to ensure compatibility with current equipment and agency planned direction. Installs hardware and software. Defines both internal and external training programs for information system users. Writes or supervises the writing of system documentation. Serves as secondary Security Officer for UNISYS and IBM and Risk Analysis Coordinator.

Supervision Given: Directs the work of an intern during peak demand cycles.

Supervision Received: Receives direction from the supervisor in the development of project plans, documentation plans, reports, training, and presentation materials in the form of review, approval and guidance.

Scope: Guides and implements the direction of the entire agency personnel computer network.

Impact of Actions: Recommendations and implementation of decisions have a serious impact on the agency’s ability to operate and its ability to access pertinent personnel information essential for daily decision making.

Personal Contacts: Frequent contact with DPT Office Directors, agency personnel and system users to ascertain needs and provide assistance; equipment and software vendors to obtain equipment and software specifications; and DIT system personnel to obtain data on PMIS operation and capabilities, to clarify procurement policies and procedures related to delegated procurement authority.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of mainframe and minicomputer operations and system development activities, micro-processing equipment, communications equipment and software.

Skills: Demonstrated ability to work with varying levels of management.

Abilities: Ability to analyze network problems and develop solutions.

 

QUALIFICATION GUIDE*

License or Certification: None

Education or Training: Training in information systems (micro/mainframe) operations logic.

Level and Type of Experience: Experience in writing concise, understandable statements, preferable in systems documentation and procedures; coordinating systems development activities; user training and supporting system users; personal and network installation, operations, and trouble-shooting.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
