CLASS CONCEPT FUNCTION
This is the first class in a series for positions concentrating in employee relations functions and includes advising and counseling managers and employees in matters related to grievances, performance evaluations and standards of conduct. Positions work with managers and employees in resolving conflicts and are assigned to the largest most complex agencies or educational institutions.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of moderate difficulty involving counseling managers and employees on disciplinary actions, performance problems, productivity and other issues to resolve management/employee disputes. Interprets policies and recommends procedures for implementing policies to ensure compliance. Investigates problems and difficulties encountered by agencies/institutions affecting employer/employee relations by interviewing involved individuals, gathering documents and other related data, and conducting surveys in order to identify problems and solutions. Assembles and reviews records, reports and documentation of the agency's grievance, disciplinary or performance actions. Other employee relations areas may include administering the Employee Suggestion Program and the layoff policy. Conducts special studies such as exit interviews and employee attitude surveys to identify, improve and prevent employee/management problems.
Supervision Given: Supervision is typically not a factor but may supervise office services employees.
Supervision Received: General supervision is received from a supervisor/manager who usually supervises several human resource areas.
Scope: The work affects the resolution of employee related issues agency/institution wide.
Impact of Actions: Actions can result in increased productivity and better understandings by managers and employees of issues, reasons for decisions and resolution of issues.
Personal Contacts: Frequent contacts with other state agencies such as the Departments of Employee Relations Counselors and Personnel and Training to discuss and coordinate issues; attorneys, Attorney General’s Office and grievance panels to discuss grievance and hearing matters; and employees and managers in resolving conflicts.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Working knowledge of the theories, principles and practices of personnel management and employee relations and the interrelationship of the agency's role with other governmental agencies.

Abilities: Demonstrated ability to analyze data and reach logical conclusions, interview and counsel others in stressful situations, and communicate and respond diplomatically orally and in writing.
QUALIFICATIONS GUIDE*
Licenses or Certification: None.
Education and Training: Graduation from a college or university with course work in personnel administration, psychology or a related field.
Level and Type of Experience: Experience in a human resource program dealing with interviewing, counseling and advising management and employees.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
