CLASS CONCEPT/FUNCTION

This is the fourth class in a series that performs or manages a combination of personnel specialty areas. Positions in this class manage a broad range of personnel programs in a complex agency with a large work force characterized by a variety of technical and complex jobs and special problems or difficulties in human resource areas. This class is distinguished from the Personnel Practices Supervisor because of the broader number and complexity of programs managed and the management of supervisors.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty involving a broad range of functions in several specialized areas. Develops and implements procedures in the areas of assignment. Evaluates activities in order to ensure consistent and equitably administered policies and procedures. Makes recommendations on all studies and surveys conducted in the assigned area in order to improve programs and policies by reviewing and evaluating the work of others; ensures that special reports are complete and accurate. Prepares and monitors the budget for an assigned area in order to plan and control expenditures. Plans and implements objectives to insure a productive and quality human resource program by consulting with top level management and others and following up with staff. Keeps current with development and trends in personnel management and legislation relating to the area of assignment.

Supervision Given: Supervises office services staff and other personnel managers and supervisors who are responsible for one or more human resource specialty areas.

Supervision Received: Receives general direction usually from a Human Resource Director Senior or a Human Resource Director.

Scope: Positions are responsible for the management of several complex human resource areas that will affect agency wide personnel.

 

Impact of Actions: Results of actions will not only affect agency personnel in those areas managed but also the development of other supervisors and their staffs.

Personal Contacts: Frequent contacts with representatives from other state agencies in coordinating and implementing programs; top level management to discuss program objectives and sensitive issues, and Attorney General’s office in discussion of legal matters. Occasionally responds to inquiries or complaints from the general public or employees.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the theories, principles and practices of personnel management and employee relations; interrelationship of the agency’s role with other governmental agencies; and state and federal legislation, regulations, rules and policies relating to personnel administration. Some knowledge of the budgetary process.

Abilities: Demonstrated ability to manage and direct the work of supervisors; evaluate programs and staff; interpret and apply policies, laws and regulations to develop and implement procedures in human resource areas; communicate effectively orally and in writing; and establish and maintain effective working relationships with managers, supervisors and others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education and Training: Graduation from a college or university with course work in personnel administration, public administration or a related field.

Level and Type of Experience: Experience in managing human resource programs by directing supervisors including the assigned specialty areas.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

This class was established as a result of the statewide personnel classification study.
