CLASS CONCEPT/FUNCTION

This is the second class in a series that performs or manages a combination of personnel specialty areas. Positions in this class supervise a small staff of technical specialists in two or more of the specialized areas of compensation/classification, EEO/AA, training, recruitment/selection or employee relations. Positions spend a majority of the time in counseling, training or analytical activities. This class is distinguished from the Personnel Practices Analyst class by the supervision of a small staff of one or more technical specialists.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in the planning and coordination of activities in two or more of the specialized human resource areas. Counsels and advises managers and employees in programs in order to resolve issues. Analyzes data in order to reach conclusions regarding human resource programs. Develops staff by training employees in human resource programs. Interprets policies and insures implementation of procedures in assigned areas to ensure compliance.

Supervision Given: Supervises a small staff of lower level professional and office services personnel.

Supervision Received: Receives directions from a higher level human resources manager.

Scope: The work affects all agency employees in the assigned area of the human resource program.

Impact of Action: Actions can result in the development of those supervised, a better understanding of human resource programs by employees and improved employee performance.

 

Personal Contacts: Frequent contacts with agency managers to discuss programs and offer advise, employees to counsel or gather information, and representatives from other state agencies to discuss implementation of programs and policies.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of principles and practices of personnel administration including assigned specialty areas and federal and state laws applicable to assigned areas.

Skills: None identified for this class.

Abilities: Demonstrated ability to direct and supervise office services staff and an analyst, fiscal specialist or trainer in the assigned area; analyze data and reach conclusions that are logical and legally supportable; and counsel and advise managers/employees in resolution of human related issues.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with course work in personnel administration or a related field.

Levels and Type of Experience: Experience in the specific human resource areas assigned.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
