CLASS CONCEPT/FUNCTION

This is the first class in a series that performs or manages a combination of personnel specialty functions. Positions in this class perform journey level duties in two or more specialized human resource areas of compensation/classification, EEO/AA, training, recruitment/selection or employee relations. Work is of an analytical nature requiring the collection, analysis and development of data as related to human resource programs. Positions in this class may supervise the benefits and employee information center of an agency or institution to include handling all aspects of workers’ compensation and other claims of employees. Positions in this class may act as the single assistant to the head of human resources, involved in all functions by actually performing the work or recommending actions.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty which requires analyzing information in order to make logical recommendations related to issues as classification and compensation of positions, screening and selection criteria, training needs or resolution of conflicts. Conducts audits and job analyses for the purpose of classifying positions or developing performance standards, qualification standards, selection criteria or career paths. Conducts needs assessments to determine training needs and develops workshops or training seminars. Prepares necessary reports and plans such as audit reports, training plans or affirmative action plans. Investigates charges of discrimination or other violations and prepares reports of findings. Analyzes policies and procedures in order to recommend changes and revise policies. May also administer and supervise benefits and operations to include workers’ compensation and unemployment compensation claims. Contacts appropriate sources, gathers facts, and interviews and schedules witnesses in order to determine the agency’s or educational institution’s position based on laws and prior case decisions and makes settlement proposals to legal advisers.

 

Supervision Given: Supervision is typically not a factor, but administrative or office services employees may be supervised in processing benefits and transactions.

Supervision Received: Receives general supervision from a supervisor/manager who depends upon these positions for final recommendations that are supported by documentation and analyses.

Scope: The work performed in the assigned human resource areas will affect employees agency/institution wide.

Impact of Actions: Actions can result in increased productivity of employees by selecting well-qualified employees, compensating them properly and resolving issues.

Personal Contacts: Frequent contacts are made with managers/employees to gather information and explain activities or, conclusions, representatives from other agencies or organizations in coordinating activities, and applicants for interviewing and gathering employment data.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the principles and practices of personnel administration including areas assigned, and federal and state laws applicable to assigned areas.

Skills: None identified for this class.

Abilities: Demonstrated ability to analyze data and present conclusions effectively in oral and written form, work independently with supervisors and employees in administering assigned programs, and interview individuals in order to gather data or counsel employees to resolve issues.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education and Training: Graduation from a college or university with course work in personnel administration or a related field.

Level and Type of Experience: Experience in a human resource program which would include the assigned specialty areas of compensation/classification, recruitment/selection, EEO/AA, or transactions and benefits.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
