CLASS CONCEPT/FUNCTION

This class performs beginning level professional, analytical personnel work in one of the specialty areas of equal employment opportunity, training, benefits, compensation and classification, employment or other human resource area; carries out a combination of specialty functions at the entry level; or supervises staff in the area of transactions/records which may include leave records and dissemination of employee information. When performing specialized work, usually acts in support of other specialists or analysts.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty which predominantly involves technical support in a specialty area or combination of specialty areas including an analytical component or the areas of transactions, reporting and benefits. Audits personnel records to ensure that records are properly documented by reviewing actions and supporting documents submitted by others and making corrections by revising automated data or manual records to meet specified requirements. Notifies new employees about agency benefits and policies to ensure that all necessary forms are completed and policies are understood by conducting orientation sessions and counseling employees. Assists managers in the hiring process by developing advertisements, screening applicants and guiding the manager in the interview process by developing job-related interview questions and criteria. Develops training plans to ensure implementation of training programs and improve skill levels by conducting needs assessments and coordinating or conducting workshops. Determines proper classification of positions by conducting single position audits of well-defined classes. Provides technical guidance to others in record keeping to ensure consistency and accuracy of records by reviewing records and preparing guidelines. Prepares reports on issues such as worker’s compensation, unemployment compensation, manpower and other statistical reports to provide necessary data for management.

Supervision Given: May supervise office support staff involved in processing human resource records which may include leave and payroll records.

Supervision Received: Receives general supervision from the head of the agency’s human resource program, human resource manager or specialist manager.

Scope: Work usually involves the execution of specific rules and regulations or procedures that will affect the work of others in the section and is usually presented in the form of a recommendation.

Impact of Actions: Results of actions can affect employees and the productivity and quality of the work completed by other human resource staff.

Personal Contacts: Frequent contacts with employees to gather or give information; the public to discuss applications or verify data; and schools or organizations for recruitment activities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of personnel forms and associated procedures and the process and workflow of transactions. Some knowledge of the working principles and practices of personnel administration.

Skills: Working skills in keyboarding or operating other automated office equipment may be needed.

Abilities: Demonstrated ability to record and organize statistical data, apply logical sequence to the analysis and resolution of an issue, and supervise others in record keeping functions.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with course work in personnel administration or a related field.

Level and Type of Experience: Some experience in personnel specialty areas is desirable.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this training and experience.
