CLASS CONCEPT/FUNCTION

This class performs paraprofessional personnel work and may direct a, limited human resources program for a small state agency or a remote organizational unit; serves as an assistant in a specialty area reporting to a professional staff member; or serves as a generalist assisting professional staff in a variety of specialty areas in a small to mid-size program. Assignments are typically in the areas of transactions and records management, file maintenance, benefits administration, employee orientation and recruitment but may include assignments in or relating to other specialty areas. In addition, incumbents frequently provide assistance in the areas of attendance and leave, payroll or general clerical support to the personnel function.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of routine difficulty and may involve work in one or more specialty areas. Responsibility may be assigned for serving as the single position responsible for preparing and processing agency transactions; maintaining personnel records and employee files; transmitting employment paperwork to the payroll office; conducting orientation sessions for new employees; and informing supervisors when position descriptions, job standards and performance ratings are due for the pay for performance program. Employees in this class frequently serve as the benefits administrator and are responsible for enrolling new employees in benefits programs; assisting employees filing health claims or reports of injuries for workers’ compensation claims; and serving as liaison with the Virginia Supplemental Retirement System, assisting employees with questions and the processing of applications for retirement. Employees may be responsible for distributing exit interview forms and may conduct exit interviews. In the area of recruitment, responsibility may be assigned for preparing and placing job advertisements on the state Recruit system and in various media as directed; screening of applications based on established criteria and referral of applicants to hiring managers; and collecting all applicant and hiring data for required employment reports. Other duties may include processing requests for the establishment of positions or changes in positions; answering general questions on rules or policies; and assisting with employee programs such as service awards or the employee suggestion program. Employees assigned to this class frequently have additional responsibilities assigned such as assisting with general clerical work, agency payroll processing, or attendance and leave control.

Supervision Given: May supervise office support staff providing clerical support to one or more specialty areas.

Supervision Received: Receives general supervision from a higher level personnel professional, faculty official or agency administrative manager.

Scope: The work involves the application of policies and guidelines relating to a variety of personnel actions which may affect employees agency wide.

Impact of Actions: Accuracy of work is essential. Errors in processing information may adversely affect the reliability of employee records and/or agency personnel management reports and may result in inconveniences to employees.

Personal Contacts: Frequent contacts with agency managers, employees, applicants or representatives of other state agencies.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Some knowledge of the principles and practices of personnel administration and the procedures and guidelines associated with processing personnel actions.

Skills: Working skills in keyboarding or operating other automated office systems may be needed.

Abilities: Demonstrated ability to apply and interpret personnel policies and guidelines, communicate with managers and employees orally and in writing, and manage administrative details.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school.

 

Level and Type of Experience: Experience in office services and administrative support work. Experience in a human resource program including exposure to specialty areas is desirable.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this training and experience.
