CLASS CONCEPT/FUNCTION

This is the second class in the series for positions that serve as the single charge position for the human resource program of a field organizational unit of a parent agency. Positions in this class are assigned to medium-sized community colleges, mental health hospitals and facilities, and highway district offices. Responsibilities include planning and implementing a comprehensive human resource program directed by the parent agency. Policy and program development is not a significant responsibility since that function is accomplished by the parent agency human resource staff. This class is distinguished from the Human Resource Officer-Field by the responsibility for planning and implementing more human resource functions in an organization having a considerably greater diversity of work. The greater scope and complexity of human resource functions also requires a staff of several professionals and paraprofessionals to assist in program administration. This class and others in the Human Resource Manager-Field Series are distinguished from corresponding classes in the closely related Human Resource Director Series primarily since all of the former involve work in a field unit that is attached to a parent organization.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in planning and managing the implementation of a human resource program that includes most of the principal human resource functions. The size and diversity of the work force and the corresponding complexity of the program require the assignment of several professionals and paraprofessionals to perform work as generalists and specialists. Performs or supervises recruiting and employment including posting vacancies, screening applications, reviewing hiring decisions, reviewing salary offers and advising hiring managers of selection guidelines and procedural requirements. Oversees all aspects of employee relations including employee counseling, performance appraisal, standards of conduct and grievance procedure. Advises managers and supervisors on dealing with performance and disciplinary problems, troubled employees and a variety of other problems associated with employee relations. Manages personnel administration activities, such as transactions, employee records, payroll and employee claims. Conducts or supervises classification studies of positions or class series and recommends appropriate classification actions to supervisor and the parent agency human resource staff. Oversees EEO/AA planning and implementation, ensures that required reports are submitted in a timely fashion, conducts utilization analyses and represents the field unit in fact-finding conferences and subsequent hearings. Conducts training needs assessments, evaluates training resources from the Department of Personnel and Training and outside consultants, plans training programs, oversees contracting with trainers and evaluates results of training. Supervises communication of benefit programs to all employees, benefits counseling and enrollment procedures including health care insurance, retirement systems, disability insurance, group life insurance, deferred compensation, tax-sheltered annuities and others. Other functions such as employee communications may be assigned.

Supervision Given: Supervises a staff of human resource professionals and paraprofessionals and office services employees. May supervise fiscal technicians.

Supervision Received: Receives general direction from a college president, dean of financial and administrative services, highway division director (district engineer) or facility director.

Scope: Positions in this class administer a program that affects all employees and every activity of the field unit.

Impact of Actions: The work has a direct effect on the field unit’s ability to employ and retain qualified employees and maintain a productive, well trained and well informed work force. Positions in this class also have an opportunity to strengthen the field unit’s general management practices.

Personal Contacts: Frequent contacts with employees and managers to explain and promote various human resource policies, plans and goals and provide guidance and counseling; parent agency human resource staff to exchange information and receive guidance; and Virginia Supplemental Retirement System and other state agencies to exchange information and obtain guidance. Occasional contacts with the general public to provide information relative to employment opportunities in the field unit.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and practices of human resource management; one or more of the human resource specialty areas such as compensation and classification, EEO/AA, employee benefits, and recruitment and employment; organization and operations of the parent agency and the field unit; and principles and functions of general management. Working knowledge of the organization and functions of state government.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan, organize and supervise a human resource program for an organization whose employees are engaged in diverse fields of work: plan and supervise the work of professionals; interpret policy, analyze human resource problems, analyze organizational units and jobs, and conduct training needs assessments; establish effective working relationships with employees at all levels; and communicate effectively, both orally and in the form of written policy interpretations, procedural guides and analytical reports.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with course work in human resource management, personnel administration, public administration or a related field.

Level and Type of Experience: Experience in administering a human resource program or a combination of several functional areas.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

 

CLASS HISTORY

This class was established as a result of the statewide personnel classification study. This new Human Resource Manager-Field Series and the new Human Resource Director Series replace the former Employee Relations Series. Positions in this class were previously in the classes Employee Relations Director B, Employee Relations Director A and Personnel Practices Supervisor.
