CLASS CONCEPT/FUNCTION

This is the beginning class in the series for positions that serve as the single charge position for the human resource program of a field organizational unit of a parent agency. Positions in this class are assigned to smaller correctional facilities, mental health institutes, community colleges and other field facilities. Responsibilities include administering the functions of a human resources program directed by the parent agency. The relationship to a parent agency limits the opportunity or necessity for program development; however, these positions must adapt agency policies to the field unit’s operations and meet the daily human resources requirements of management and individual employees. This class and others in the Human Resource Manager-Field Series are distinguished from corresponding classes in the closely related Human Resource Director Series primarily since all of the former involve work in a field unit that is attached to a parent organization.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in administering several functions such as recruiting and selection, employee relations (employee counseling, performance appraisal, standards of conduct, grievances) and personnel administration (transactions, employee records, payroll, employee claims). The limited complexity of the work does not require the assignment of professional staff assistance. Prepares recruitment advertisements, initially screens applications, arranges interviews and monitors the selection process to ensure that appropriate laws and procedures are observed. Conducts orientation for new employees by explaining personnel policies, benefits, career development and agency/unit organization and functions. Advises and assists employees in enrolling in various benefit programs such as health insurance, deferred compensation and retirement systems. Counsels employees on work-related problems. Advises managers and supervisors on a variety of issues including performance and disciplinary problems. Interprets federal, state and agency human resource policies for management and individual employees. Provides guidance to managers and supervisors in the preparation of position descriptions.

Recommends classification actions based on comparison of positions with class specifications and other positions in the field unit. Writes internal procedures adapting state and agency policies to local operations. May develop and monitor EEO/AA plans. May organize and facilitate a training and development program for the staff. Administers Workers’ Compensation Act, Fair Labor Standards Act and various employee claims. May administer the field unit’s payroll.

Supervision Given: Provides direct supervision to office services employees. May also supervise fiscal assistants/technicians performing payroll work.

Supervision Received: Receives general direction from a facility director or dean of administration and/or finance.

Scope: Positions in this class administer human resource functions affecting all employees of the field unit.

Impact of Actions: The work enhances and has a direct effect on the unit's a6ility to employ and retain employees and maintain a productive, well trained and well informed work force.

Personal Contacts: Frequent contacts with employees and managers to explain and promote various human resource policies, activities, and goals; parent agency human resource staff to exchange information and receive guidance; and other state agencies for guidance and information related to human resource matters. Occasional contacts with the general public, primarily for recruitment to provide information on positions being advertised.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and practices of human resource management and the organization and operations of the parent agency and field unit. Working knowledge of the principles of management and leadership and organization and functions of state government.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan and implement several human resource functions in an organization whose employees are engaged in a relatively limited diversity of work; plan and supervise the work of non-professional employees; interpret policy, analyze human resource problems and take corrective action; and communicate effectively, both orally and in the form of written procedural instructions and analytical reports.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with course work in human resource management, personnel administration, public administration or a related field.

Level and Type of Experience: Experience involving responsibility for administering a human resource program or for one or more functional areas at the professional level.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

 

CLASS HISTORY

This class was established as a result of the statewide personnel classification study. This new Human Resource Manager-Field Series and the new Human Resource Director Series replace the former Employee Relations Series. Positions in this class were previously in the classes Employee Relations Director A, Employee Relations Representative, Personnel Practices Specialist and Personnel Technician.
